NYS Housing Trust Fund Corporation Accountant Trainee or Senior Accountant in Albany, New York

TITLE/GRADE/SALARY RANGE: Accountant Trainee or Senior Accountant (NY HELPS POSITION)/ SG-14/16/18 or SG-18 $52,198 - $82,656

LOCATION & UNIT: Albany/OPS – Office of Financial Administration

DUTIES:

  • Review and process vendor payments for DHCR in the Statewide Financial System (SFS).

  • Process voucher payments in SFS.

  • Process DHCR accounts receivable/revenue.

  • Assist with managing DHCR and HTFC travel auditing.

  • Troubleshoot issues related to accounting transactions and facilitate resolution as necessary with the Business Service Center (BSC), Comptroller’s Office (OSC) and SFS.

  • Conduct routine account and fund reconciliations.

  • Routinely update various tracking and accounting systems.

  • Monitor and track funding requests for DHCR.

  • Assist with completing bank account reconciliations.

  • Assist with month-end and year-end closeout/lapsing activities.

  • Assist with approval of payment requests through various systems including both State and Federal systems.

  • Help to maintain proper internal controls of Finance Unit functions.

  • Work as a team to ensure that all aspects of finance’s accounting needs are managed. This includes providing adequate back up for other staff.

  • Assist with providing accurate reports and accounting detail upon request.

  • May recommend revisions or assist managers in the evaluation of existing accounting or auditing methods and procedures and systems.

  • Assist with research and reconciliation projects.

  • Assist with the facilitation of training of Finance Unit personnel to assure compliance and understanding of applicable Federal, state and agency policies and procedures.

  • May supervise subordinate staff.

QUALIFICATIONS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making competitive temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted back to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:

To be considered for appointment to an Accountant Trainee 1, you must have either:

1) A bachelor's degree in accounting, auditing, or taxation OR

2) A bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses.

To be considered for appointment to a Senior Accountant, you must have either:

1) A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses* and two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles+ OR

2) A master's degree in accounting, auditing, or taxation and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles+ OR

3) A currently valid Certified Public Accountant license and registration issued by New York State.

*Note that courses such as business law, economics, statistics, and most finance courses, although taken as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours.

+Experience NOT considered qualifying are activities restricted to teaching, bookkeeping, maintaining/auditing payroll records or accounts receivable/accounts payable, or preparing tax returns.

COMPETITIVE MINIMUM QUALIFICATIONS:

Must be reachable on the New York State Civil Service eligible list.

70.1 TRANSFER QUALIFICATIONS:

One year of permanent or contingent permanent service in an eligible title for transfer determined to be similar by Civil Service. For transfers, a list of approved titles is available through Civil Service GOT-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit/. The GOT-IT site will inform you if your title is transferrable.
