Minimum Qualifications MINIMUM QUALIFICATIONS: NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS: To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:Master's degree AND either:1. Four years of professional experience in an education agency or organization working with elementary, middle or secondary schools in the provision of technical assistance or in the development or implementation of educational programs or educational grants; OR2. Possess a New York State permanent or professional certification in classroom teaching, administration and supervision, or school service AND four years of professional experience in a public school teaching common branch subjects in grades Pre-Kindergarten to 6 or teaching academic subjects (English, a language other than English, mathematics, science or social studies) in grades 7-12; OR four years of professional experience working with students in the areas of early childhood and parent education, guidance counseling, school social work, or attendance improvement/dropout prevention.PROMOTION: Current NYSED State employees must have one year of permanent service as an Assistant in Education Improvement Services. COMPETITIVE MINIMUM QUALIFICATIONS:Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Associate in Education Improvement Services.Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. Duties Description The New York State Education Department’s (NYSED) Office of P12 Education Policy is seeking a candidate for an Associate in Education Improvement Services (G26) position on the Field Support Team in the Office of Accountability (OA). The identified candidate will be responsible for activities supporting technical assistance initiatives related to continuous improvement through the Field Support Team. Duties for this position include, but are not limited to, the following:• Provide onsite coaching to school staff on key practices around leadership, instruction, community engagement, the use of resources, student and staff culture, and professional growth.• Liaise with district leaders on school/district improvement planning and the implementation and progress monitoring of improvement plans.• Prepare and facilitate professional development (PD) activities related to school improvement practices for individual and groups of school and district staff;• Provide innovative and customized virtual and onsite support, focused on individualized continuous improvement efforts;• Provide technical assistance to internal and external stakeholders;• Prepare written materials to assist in the development and implementation of policies and procedures related to the various components of the Field Support Team;• Participate, as appropriate, in review of grant applications; and• Complete special assignments as directed.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent, competitive appointment or a permanent non-competitive appointment. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. This may be a temporary provisional appointment. Provisional candidates must take the examination for Associate in Education Improvement Services when it is next offered and must be reachable on the resulting eligible list to maintain employment.For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility.Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates. This position will require over 50% overnight Statewide travel.This position leads to a maximum salary of $121,360 based on annual performance advances.If appointed in Brooklyn, in addition to the listed base salary, this position also receives a $3,400 Downstate Adjustment.
