NYS Department of State Policy Analyst 1/ Trainee 1/2 (Public Authority) (NY HELPS) in Albany, New York

NY HELPSThis title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. DUTIES: The Policy Analyst 1 (Public Authority) duties in Authorities Budget Office (ABO) will include but are not limited to the following:•Will research and compile data on the operations of state and local authorities and perform onsite assessments of their performance and compliance with State law. •Draft correspondence, interview public authority officers, develop compliance review work plans, document findings, author reports, and produce recommendations to improve the operating and governance practices of authorities. •Report matters which require attention to higher level staff. •Regular interaction with the boards and staff of public authorities, other state agencies and legislative personnel. •Statewide travel will be necessary.•Reviewing and analyzing financial reports and other information filed by public authorities in the Public Authorities Reporting Information System (PARIS)•Preparing and analyzing tabular and statistical material, including preparing reports required by law, or requested by the Governor, Legislature, media, public, or other interested parties•Preparing written replies to inquiries addressed to the ABO.•Identifying factors or issues inhibiting the effective reporting of comprehensive and accurate information.
