POSITION PURPOSE:

The Project Manager Assistant will serve on a Dept of Energy construction project located in Albany, Oregon. Primary responsibilities are to provide support efforts for Project Managers, Superintendents, Field Staff, and Executive staff. They will assist in managing all aspects of the construction, and engineering projects (e.g., technical, financial, and scheduling) from the office to the field. When assigned to only a segment of a larger project, this role develops a complete understanding of the contract and any relevant subcontracts to provide full support to the overall project management team. Selected candidate must be willing to commit to a long-term presence at the project site. The Project Manager Assistant will assist the PM in managing, planning, and coordinating, with the superintendent, all activities of the project to ensure that goals and/or objectives of projects are accomplished within the project time frame and budget.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Reviews project proposal/plan with Superintendent to determine time frame, funding limitations, staffing requirements, self-performance or subcontract

  • Organizes and oversees jobsite administration and field supervision

  • Assists in the procurement of subcontractors and suppliers

  • Monitors the progress schedule and its periodic revisions ensuring project stays on track

  • Ensures site safety is at the forefront of each project

  • Works with the Superintendent to identify and resolve any project related issues/changes

  • Develops long term schedule, goals and projections for projects

  • Establishes and maintains relationships with the owner, design professionals, building officials, local businesses, and emergency support

  • Prepares project budgets and cost codes

  • Prepares project reports, financial updates, and scorecards for management, client, and others

  • Prepares and submits Design Clarification / Verification Requests (DCVR) and change orders

  • Develops project schedule with the Superintendent

  • Performs and/or manages project scheduling, scoping, clarifying, and pricing effort for assigned preconstruction projects.

  • Liaise between service requests and project stakeholders.

  • Manage equipment inventory.

  • Maintain daily logs and records of maintenance activities.

MINIMUM QUALIFICATIONS:

Education and Experience:

  • High school diploma plus a minimum 5 years of related experience.

Skills and Abilities:

  • Understands and assists in the enforcement of all regulatory, base and company specific safety rules

  • Demonstrated ability to work accurately, follow procedures and schedules, and prioritize multiple tasks

  • High degree of sensitivity and ability to maintain confidential client and employee information

  • Works with minimal supervision

  • Proficiency with all MS Office products (Word, Excel, Access, PowerPoint, Project, Adobe or Blue Beam)

  • Ability to work in a team environment and fit in with company culture and processes

  • Effective professional oral and written communication skills

  • Must possess a strong work ethic and values that are above-reproach

  • Strong organizational, interpersonal skills

Special Requirements:

  • Must pass pre-employment background check

  • Must pass pre-employment drug screening

  • Ability to obtain a National Energy Technology Laboratory security badge.

PREFERRED QUALIFICATIONS:

  • Bachelor's degree in engineering or construction management, or another related field is preferred.

  • 5 years of experience in the construction industry, with 2 to 3 years in a project lead role is desired.

  • Knowledge of Department of Energy and/or U.S. Army Corps of Engineers construction requirements is strongly desired.

  • Familiarity with Federal Acquisition Regulations is desired.

  • Excellent interpersonal skills; work effectively and cooperatively with all levels of management, staff, and clients, as well as outside business associates.

  • Strong oral and written communication skills; ability to effectively present information and respond effectively and sensitively to questions from clients, managers, staff and the general public.

  • High degree of sensitivity and ability to maintain confidential client and employee information.

PHYSICAL DEMANDS:

  • Exerts up to 10 lbs. of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body, involves sitting most of the time, but may involve walking or standing for brief periods of time.

  • Ability to sit and/or stand for extended periods of time.

  • Ability to walk, reach with hands and arms, talk, and hear.

  • Ability to perform repetitive movements of the fingers, hands, wrists and arms.

  • Ability to frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.

WORKING ENVIRONMENT:

Work is generally conducted indoors in an office setting.
