COUNTY OF STANLY Public Health Nurse Supervisor in ALBEMARLE, North Carolina

Performs advanced level nursing supervision over a variety of programs employing nursing services personnel on varying levels in providing primary, preventive, and rehabilitative care to individuals and families in Public Health programs in the Health Department. Supervision is exercised over all nursing staff and other professional staff. An employee in this classification plans, directs, and manages work operations for the Public Health clinical, community outreach, management support, and advance practice provider programs, services, care, and staff. Work involves establishing program goals in the areas of assignment and has authority to make changes in short-range plans and some long-range plans; collecting and analyzing data in making program decisions; setting productivity standards; counseling and disciplining staff; and assisting with grant writing. Position is responsible for the implementation and direction of all aspects of the quality assurance program and epidemiology. Participates in the departments budget management and tracking including compiling cost figures for supplies, equipment, training, and staffing. Work requires a strong understanding of public health administration concepts, nursing theory and practice and independent judgment in applying the professional standards and guidelines. Starting salary is $75,393 or DOQ.

Examples of Job Duties

Programs, supervises, monitors, controls, and evaluates a wide variety of public health service programs; assists in the planning of long-term nursing resources utilization; establishes goals and objectives of assigned area; sets work standards and adjusts them as necessary with the approval of the Public Health Director. Plans work/clinic schedules and evaluates workload of assigned staff in conjunction with other supervisory staff. Evaluates and identifies the need for staff training and development; reviews work of individual staff members and completes performance appraisals; counsels staff as needed and issues oral and written warnings; assists in decisions relating to hiring, firing, promotions, work assignments, and salary adjustments. Writes local policies, procedures, and standing orders for assigned programs; develops short- and long-term program changes; evaluates programs and identifies problems; makes recommendations and implements program changes. Supervises and trains staff; interviews and selects staff with considerable input on hiring decisions with Public Health Director; advices and coaches direct report supervisors on personnel issues; evaluates performance of staff supervised and completes performance appraisals; counsels staff regarding performance deficiencies; reviews grievances and recommends disciplinary action. Reviews patient records for accuracy, quality, and client progress. Tracks funding and submits budget requests; researches and establishes relationships with vendors for medical and pharmacy services. Writes and reviews grants. Recommends and establishes new programs including gathering and review local and state data to identify community patterns, determining required staffing, equipment, and costs, presenting recommendations, and monitoring implementation and outcomes. Provides support and guidance to staff and troubleshoots problems. Maintains a variety of records; prepares a variety of reports. Establishes and maintains department relationships physicians, local hospital, group homes, schools, residential facilities and/or other community service and care providers. Prepares and maintains a variety of local, state, and federal records and reports. Operates health care equipment standard in in the public health nurse profession. Operatescomputer,scanner,calculator,andotherstandardofficeequipmentincidenttomaintainingrecords. Participatesinongoingtraining, meetings, and program audits asrequired. Ensures all federal, state, and local policies and procedures are followed.

Knowledge, Skills, and Abil ties

Thorough knowledge and skill in the administration and organization of Public Health programs. Thorough knowledge of public health nursing and supervision of staff programs. Considerable knowledge of the resources and organizations concerned with public health work in North Carolina, and current social and economic problems pertaining to public health. Considerable knowledge of modern and effective supervisory principles and practices including leadership, motivation, communication, delegation, mentoring and training, and performance coaching and evaluation. Some knowledge of laws and regulations related to staff supervision. Considerable knowledge of public health administration on the local level. Considerable knowledge of educational methods and training techniques. Considerable knowledge of State and federal laws relating to public health. Ability to plan, coordinate, and supervise the work of others. Skill to use a variety of office machines, computers, applicable software and typing. Information technology skills to allow communication, patient record documentation, and accessing of information. Ability to present findings, comments, and opinions clearly and concisely in oral and/or written form. Ability to exercise good judgment in appraising situations and making decisions. Ability to plan and execute work effectively and to deal tactfully with the public and other health professionals. Ability to communicate effectively orally and in writing with people of varied social, economic, cultural, and educational backgrounds. Ability to maintain composure, keeping emotions in check, even in difficult situations; and to attend work regularly. Ability to establish and maintain effective working relationships with administrative supervisors, with care providers, and various community organizations.

Qualifications

Masters in Nursing and three years of Public Health nursing experience (including one year of experience in a supervisory capacity); or graduation from a four-year college or university with a B.S. in Nursing which includes a Public Health Nursing rotation and four years of Public Health nursing experience (including one year of experience in a supervisory capacity); or a Masters in Public Health and graduation from a school of professional nursing and three years of Public Health Nursing experience (including one year of experience in a supervisory capacity); or graduation from a school of professional nursing and five years of professional nursing experience four of which must have been in Public Health (including one year of experience in a supervisory capacity);

OR

an equivalent combination of training and experience.

Special Requirement A current license to practice as a Registered Nurse in North Carolina by the N. C. Board of Nursing.
