ASRC Federal Holding Company Deputy Program Manager in Albuquerque, New Mexico

ASRC Federal NetCentric Technology, LLC is seeking a Deputy Program Manager to support ongoing activities on the Kirtland AFB Engineering Operations Services (KEOS) contract in Albuquerque, New Mexico. KEOS is a base maintenance/operations support-type contract, also known as BMC or BOS.

Job Summary:

The Deputy Program Manager serves as the deputy/alternate program manager and supports the KEOS operational teams – Engineering, Operations, Installation Management, and Emergency Management –in the sustainment of numerous customer missions across Kirtland AFB (KAFB).

Duties and Responsibilities:

  • Provides leadership for installation comprehensive planning, project programming, environmental planning, design, and construction surveillance to maintain, restore, and upgrade base facilities and infrastructure systems.

  • Provides guidance to operations, finance and accounting, human resources, security, safety, and environmental functions.

  • Serves as alternate liaison between the company and U.S Air Force stakeholders on the contract.

  • Ensures quality standards are applied to all levels of the work and measured for effectiveness; enforces organizational standards.

  • Responsible for Quality Control and Safety. Participates in quality defects investigations and resolutions.

  • Monitors performance of managers/supervisors; submission of required reports; contract data requirements; financial performance; and prompt resolution of performance issues.

  • Leads the workforce in partnering with customers to continuously improve performance and business relations.

  • Conducts briefings and participates in meetings for internal and external stakeholders for program operations.

  • Responsible for compliance and delivery of services as defined by the contract performance objectives.

  • Reviews and approves contract modifications, approves budget implementation, approves requisitions and project execution.

  • Performs critical support in base exercises as an essential member of the Emergency Operations Center.

  • This is an on-call position responsible for responding to the customer during and after duty hours.

Requirements :

Minimum Requirements:

  • Bachelor's degree in engineering, architecture, physical science, construction management, or related field.

  • Minimum experience as either of the following:

  • Five years’ experience as active duty or as a government civilian in a civil engineering or public works department at a US military installation, with three years minimum in a managerial role.

  • Five years working for a BOS or BMC in a managerial role at a US military installation, other government agency, or similar size and scope campus or set of facilities.

  • Three years additional experience in construction, facility maintenance, or project/program management.

  • Experience working in the Civil Engineering section at a USAF military installation preferred.

  • Experience providing excellent customer service in supporting contract responsibilities.

  • Proven ability to work in a fast-paced environment handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules and under pressure of deadlines while maintaining performance standards.

  • Strong analytical capabilities with respect to metrics and process improvement.

  • Ability to create presentations and brief USAF senior officers and equivalent positions.

  • Ability to motivate and lead diverse teams in service delivery and personnel management.

  • Experience building and managing relationships with a variety of cross-functional partners.

  • Ability to effectively manage in a union environment.

  • Must be able to pass a drug screen.

  • Must be a US citizen and currently possess or be able to obtain/maintain a U.S. government-issued security clearance.

  • Be proficient in using Microsoft Office 365 software suite and Adobe Acrobat Pro.

  • Must be able to pass a drug screen.

  • Must maintain a valid US driver's license.

  • Have ability to perform repetitive physical tasks involving lifting at least 30 lbs.
