Summary The incumbent serves as a Transportation Assistant (Fleet Manager) for the Facilities Management Services at the New Mexico VA Health Care System (NMVAHCS). Incumbent is responsible for the effective and efficient management operation, coordination, planning, and direction of the Fleet Management Program. Responsibilities Duties include but are not limited to the following: The incumbent duties are to administer and provide guidance within their purview, and perform work involving planning and directing motor vehicle transportation operations within the NMVAHCS Fleet Vehicle Program and its associated vehicle responsibilities. Primary responsibility is to monitor and manage the VA and GSA Fleet Vehicle Program at the New Mexico VA Health Care System (NMVAHCS). Incumbent is responsible for inspecting the care and compliant usage of all such vehicles by ensuring that proper procedures, safety rules, and regulations are being followed in the daily usage of the NMVAHCS' Fleet Vehicles. Provides support and guidance for accident investigations as it relates to transportation operations and management of the Fleet Vehicle program. Monitors, tracks, and processes accident reports and government vehicle repair actions. Coordinates with VA police to assist with accident follow-up. Applies knowledge of government fleet vehicle and government vehicle credit card regulations for NMVAHCS staff using government vehicles for work-related travel. Advises employees using a government vehicle on travel procedures, restrictions, and allowances, and frequently resolves conflicts or issues related to each employee's use of the government vehicle. Manages and operates a complex fleet of motor vehicles ranging from subcompact sedans and station wagons to heavy trucks, busses, and special purpose vehicles. Assists in the development of detailed programs for the service, storage and preventative maintenance of the vehicles, related vehicle equipment and their usage. Manages and coordinates preventive maintenance, recalls, GPS tracking, vehicle procurement and turn-in for all vehicles assigned to the NMVAHCS Fleet Vehicle Program. Determines when to dispose of used fleet vehicles and coordinates preparation of vehicles for turn-in. Coordinates with staff in other services that have been assigned vehicles to ensure vehicles are utilized, maintained, and meet the needs of the service. Serves as the technical advisor to the Chief of Facility Management in the modification of fleet systems to meet the needs of the NMVAHCS. Trains GOV drivers on the use of the fleet vehicle purchase card for fuel and maintenance expenses. Coordinates the Dual-Use Vehicles (DUVs), the procurement of license plates, and the issuance of government Fleet Vehicle Purchase cards. Orders new license plates and replacements for expiring plates. Coordinates and schedules use and maintenance of a small group of fleet vehicles which are reserved directly through the Transportation Assistant. Ensures vehicles are available to meet needs of staff throughout the facility. Prepares specifications and requirements for nonstandard vehicles and equipment or determines if requirement can be filled by modifications of existing vehicles. Procures accessory equipment locally. Is responsible for preparation of basic specifications for the equipment, for solicitation of competitive bids, award, and inspection and acceptance of equipment. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performing a variety of duties in connection with day-to-day management of assigned vehicles; assigning vehicles to customers based on individual need; and ensuring information pertaining to vehicle identification tags, vehicle assignment or termination, and maintenance or repair records are accurate and current. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary; however, may require some physical exertion, such as walking, standing, stooping and/or bending, carrying of items weighing up to twenty pounds from one area to another and driving motor vehicles in all types of weather conditions. Local travel for the purposes of retrieving government vehicles from repair facilities occurs frequently, with occasional travel required for inspection of vehicle maintenance and repair work and retrieving staff from vehicle breakdown areas, if necessary.
