Provides technical expertise and coordination for transportation programs involving design, building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.Essential Duties:Transportation Specialist IAssists with project design involving design calculations and sketches of plans, layouts and typical sections.Coordinates compilation of complete plan packages for submissions to the responsible engineer or architect for review and signature.Coordinates design work among TxDOT entities, consultants and contractors. Coordinates permit operations. Develops site layouts utilizing engineering workstations and software.Ensures compliance with specificat1ons for devices; safety laws, rules and regulations; and the Texas Manual on Uniform Traffic Control Devices Evaluates and analyzes design issues.Monitors the design and execution of state-funded rehabilitation and preventive maintenance projects.Performs data collection, evaluations, analyses, studies, inspections, forecasts assessments and plan development.Researches and evaluates data, interprets and analyzes results, prepares reports and recommends solutions to problems. Performs other job responsibilities as assigned.Transportation Specialist IIIn addition to the above:Responds to public concerns regarding construction and provides or recommends correct, cost-effective solutions to issues raised during the administration of a construction project.Serves as a liaison with city, county and other governmental and private entities concerning traffic issues and works to establish viable solutions.Serves as technical member on transportation-related projects.Performs other job responsibilities as assigned.Transportation Specialist IIIIn addition to the above:Assists in overseeing design work among TxDOT entities, consultants and contractorsAssists in overseeing project design-involving design calculations and sketches of plans. layouts and typical sections.Evaluates and analyzes complex design issues.Performs other job responsibilities as assigned.
