Job Description

Ahlan Simsim, or “Welcome Sesame” in Arabic, is a groundbreaking initiative by Sesame Workshop and the IRC. It is the largest early childhood intervention in the history of humanitarian response, designed to provide transformational early childhood development and playful learning to children affected by conflict and crisis in the Middle East. Since its inception, Ahlan Simsim has reached over 3.5 million children and caregivers through direct services and engaged 27 million more through its award-winning, locally produced Arabic-language version ofSesame Street.This initiative integrates educational media with direct support programs, ensuring that children and their families receive holistic, evidence-based support to thrive despite the challenges posed by their environments.

Job Overview: Reporting to the Deputy Project Director (DPD), the Regional Information Management (IM) Manager will be responsible for managing information management systems, ensuring accuracy and overseeing analysis of monitoring data of Ahlan Simsim in the MENA region. This includes but is not limited to data collection, data cleaning, data quality checks, reporting of results, data visualizations, and learning. The Regional IM Manager will lead the maintenance and improvement of the Ahlan Simsim project’s IM system for IRC as well as Ahlan Simsim partners and will also contribute to capacity building of country-level monitoring and evaluation (M&E) and IM staff.

Key Objectives:

  • Oversight, management and maintenance of information management systems, including for digital platforms

  • Responsible for overseeing data quality checks and data analysis of monitoring data; manages reporting and learning related to monitoring data.

  • Staff and partner capacity building on information management.

    Main Responsibilities:

    Maintain and improve Ahlan Simsim information management system including partners

  • Create and manage Application Programming Interfaces (APIs) or other appropriate solutions to automate pulling in data from Ahlan Simsim country level to regional level for reporting (creating tools/scripts for importing data from Box excel ADMS sheets, Commcare, Kobo or Ona to automatically populate into PowerBI dashboards).

  • Manage the creation, access, maintenance, updates, and improvements of all the automated dashboards for all of the Ahlan Simsim program at the regional and country level, including Ahlan Simsim PowerBI dashboards (adjustment of visuals, indicator and reference table updates, etc).

  • Create and update a regional database for all Ahlan Simsim raw data using SQL, Talend, and/or similar software.

  • Maintain and update Ahlan Simsim reporting tools (ADMS sheets) for all countries. Collect, clean, modify and confirm ADMS data from country teams.

  • Troubleshoot problems that arise in Ahlan Simsim regional information management system, to ensure the system runs smoothly.

  • Follow up and collect the raw monitoring data from the country teams on a monthly basis.

  • Manage and conduct monitoring check-in meetings with all the country teams.

  • Depending on evolving project structure and needs, may be asked to coordinate with IRC HQ to align the AS PowerBI dashboards with the Program Indicators Dashboard, and support any transitions or handover needed of raw monitoring database to Education Unit.

    Data quality checks

  • Ensure high-quality collection, management, and security of IRC’s data. Provide training and support to IRC country and partner teams for data quality control, cleaning, and management.

  • Work with Ahlan Simsim country teams to develop and oversee data quality assessment procedures (in line with the MEAL Handbook) to ensure that data quality checks are regularly implemented at country level, and any issues identified are corrected in country and regional databases.

  • Conduct systematic checks through automated and manual review of monitoring data submitted by Ahlan Simsim country teams each month and follow up with country teams to resolve any issues identified in a timely manner.

  • Escalate issues to the DPD as needed.

  • Manage the standardization of data collection databases with countries as needed in order to feed into a regional system.

  • Advise and help country teams on country-level information management systems, and solve any issues that arise n coordination with the country T4P/IM Managers and MEAL Coordinators (especially issues with data collection tools such as Ona and Commcare).

  • Coordinate best practices of sharing data collection and cleaning processes across country and partner IM staff in a safe and protected manner.

    Data analysis, reporting, and learning

  • Oversee and advise country program teams on project monitoring indicators, plans, tools, systems for IRC and partner teams.

  • Provide analysis of data at regional level as needed for regional learning meetings, donor reports, and ad hoc requests leveraging scripts and PowerBI reporting tools.

  • Oversee high quality and timely reporting of monitoring data and activities of IRC and partners as part of donor reporting and other IRC regional or global initiatives.

  • Create and finalize reporting numbers in tables, graphs, and other graphics as needed for bi-annual donor reports in Excel and PowerBI.

  • Review, modify and confirm all the numbers for the biannual and annual donors’ reports that are submitted from the country teams.

  • Follow up, collect, check and merge theM&E Annexes [RS3] and RBF report that is submitted from the country teams. Create M&E sections for the biannual and annual reports (i.e. executive summary, summary tables, reach details).

  • Design data visualizations to help a variety of audiences understand program monitoring data and support the Ahlan Simsim Learning Agenda.

    Digital and Technology Information Management and Reporting

  • · Import data and/or help coordinate pulling in data from digital products in use by Ahlan Simsim teams such as facilitator App, WhatsApp messaging platforms, etc. into regional and country-level PowerBI dashboards.

  • · Oversee and manage the data collection across countries to answer the prioritized digital learning questions around improvements in caregiver and child outcomes after receiving the Automated Mass Messaging Service.

  • · Manage and conduct quantitative data analysis for the data collection conducted across the region, for the prioritized digital learning questions.

  • · Conduct data visualizations to present the results in a user-friendly manner to support learning and interpretation meetings.

  • · Provide comprehensive monthly reporting and analysis (in the format of PDF, PPT, excel, etc.) about the performance of social media advertising campaigns from FamilyCornerIRC.

  • · Coordinate with the social media management consultant for the facebook KPI metrices, and design a PowerBi dashboard for the FamilyCorner facebook application.

  • · A ttend meetings with the IRC Signpost team and support the Product Manager with linking, importing and designing a PowerBi dashboard for the Automated Mass Messaging platform.

    Staff and partner capacity building

  • Conduct coaching, guidance, training or support for the IM and M&E staff and partners in IM tools and systems, formulas, best practices of data cleaning and automating the data reports.

  • Support the IM and M&E staff from country teams and partners to solve issues in systems, data and to modify the data reports.

  • As needed, train new staff members [RS4] and partners in softwares such as Commcare and Ona as needed to perform their job functions.

  • Liaise with the staff for each country to compile and analyze country data, providing mentorship to country M&E and IM staff as needed, to enable them to lead data cleaning, analysis, and reporting at the country level.

    Other Internal and/or external contacts: The position closely works with the ECD Monitoring, Evaluation, and Learning and Information Management Staff from Ahlan Simsim’s countries of operation, regional Ahlan Simsim colleagues, and with other information management staff from IRC regional and country offices and Ahlan Simsim partners.

    Qualifications

    Demonstrated Skills, Competencies and Experience:

  • Bachelor’s degree Computer Science, Information Systems, Software Engineering, or related field.

  • Certification or specific training in Computer Science and/or Data Management and Visualization software such as: 1- CommCare Advanced, 2- Excel Advanced, 3- Power Bi Developer, 4- ArcGIS, 5- SQL, 6- XLSForm “ONA and Kobo”, 7- ICDL (International Computer Driving License).

  • At least 3 years of relevant working experience in the area of computer science, database management, data analytics, information management and/or data visualizations.

  • At least 3 years working experience as an International Computer Driving License, which includes computer and online essentials such as Word Document, Excel Spreadsheets, PowerPoint Presentations, Access Database, IT Security, Data Protection, and Online Collaboration.

  • Excellent programming skills and experience working with a variety of data collection, management, analysis and reporting platforms: google sheets, SQL, Excel, PowerBI, Talend, Commcare, Ona, and/or other similar software for data collection, management, and visualization.

  • Ability to identify and establish information database requirements and to extract/analyze data from databases.

  • Ability to communicate information management problems and solutions to a variety of technical and non-technical teams.

  • Ability to coordinate and work with multiple team members in different countries.

  • Proactive and solution-oriented.

  • Ability to work in a diverse team both in office environment and remotely.

  • Fluent in Arabic and English (written and spoken).

  • INGO experience.

  • Experience working with Information management systems for Monitoring and Evaluation purposes.

  • Experience with use of Stata for data analysis.

  • Experience building the capacity of teams.

    Working Environment:

  • The position is based in Amman, and may include some travel to Lebanon, Iraq, Turkey, Syria, Libya and Yemen.
