Summary:

The Project Engineer will primarily support civil construction projects involving road/highway improvements and new construction that may include supporting proposals, preparing scopes of work for subcontractor pricing, preparing project schedules, quantity take-offs, determining the definable features of work, coordinating subcontractors in the field, and supporting the proposal/project managers, as needed. Areas of specialization include civil engineering and construction. Personal initiative, organization, time management, and critical thinking skills will be essential to complete job duties with minimal guidance. Assignments are deadline-driven; the Project Engineer must be able to set priorities, take ownership of projects or tasks, work efficiently, and provide a consistent level of high-quality work in a high-pressure environment.

The salary range for this position is $80,458/year-$134,638/year. Please note this is a tiered position.

Essential Duties and Responsibilities: (including but not limited to)

  • Manage the completion of assigned tasks, including plan preparation, field staffing, development of scopes of work for subcontractor quotes and oversight of subcontractors in the field, handling logistics of pre-construction submittals, pre-construction client, meetings, budgeting, invoicing, reporting, and close-out
  • Interpret field geotechnical data, review statements of work included in client request for proposal documents, review and understand as-built drawings provided by the client, and manage or prepare the project deliverables
  • Support multiple projects, including pre-construction tasks and field support for the Site Superintendent and Quality Control Manager, which may involve travel to project sites.
  • Prepare or assist with the preparation of pre-construction submittals, including work plans, health and safety plans, quality control plans
  • Review and document the processes necessary to obtain construction permits, licenses, and other requirements necessary to achieve project objectives
  • Review and provide documentation of construction technical standards, guidelines, policies, and formal regulations to ensure proposals and projects meet all appropriate requirements
  • Meet all safety responsibilities and goals
  • Implement process improvement and tracking and reporting on changes to scope and schedule
  • Enhance company and organization reputation by accepting ownership for the team performance and adding value to assigned tasks
  • Perform other duties as assigned by management

Level Specific Responsibilities: (may include but is not limited to)

Level - I

  • Provide client assistance to program and project managers on scope, schedule, and budget for projects
  • Assist teams performing project tasks, both in the office and at field locations
  • Assist with task order and project proposals
  • 50% - 60% of time may be spent conducting fieldwork, potentially in remote locations

Level - II

  • Provide client assistance to program and project managers on scope, schedule, and budget for projects
  • Maintain 1-2 areas of technical expertise
  • Lead teams performing project tasks, both in the office and at field locations
  • Technical project execution and document preparation, peer review project documents
  • Assist with task order and project proposals
  • Technical mentoring
  • 50% - 60% of time may be spent conducting fieldwork, potentially in remote locations

Level - III

  • Provide client assistance to program and project managers on the scope, schedule, and budget for projects
  • Maintain 2 areas of technical expertise
  • Lead teams performing project tasks, both in the office and field locations
  • Lead technical project execution and document preparation, peer review project documents
  • Assi t with task order and project proposals
  • Project staffing and technical mentoring
  • Manage smaller projects involving oversight and coordination of construction subcontractors and similar tasks
  • 50% - 60% of time may be spent conducting fieldwork, potentially in remote locations

Minimum Qualifications:

All levels:

  • B.S. in Civil Engineering or B.S. in Construction Management preferred.
  • Experience (amount based on position level, see below) working in the engineering construction industry, preferably on new construction and building improvements
  • Valid Driver's License with clean driving record, able to drive company vehicle
  • Proficient computer skills using Microsoft Office Suite and familiarity with project scheduling software like MS Project and estimating software like MS Excel
  • Adept at explaining technical aspects of fieldwork to internal and external clients verbally and in writing

Level - I

  • Zero (0) to Three (3) years of relevant working experience, specialized training, and/or a bachelor's degree may be substituted for work experience.

Level - II

  • Three (3) to Five (5) years of relevant working experience, specialized training, and/or a bachelor's degree may be substituted for work experience.

Level - III

  • Five (5) to Seven (7) years of relevant working experience, specialized training, and/or a bachelor's degree may be substituted for work experience

Preferred Qualifications:

  • Proficiency in other software programs such as MS Project or Primavera 6 and MS Excel for estimating
  • OSHA 30-Hour Safety Training
  • Experience working on construction projects for the Alaska Department of Transportation, Municipality of Anchorage, Mat-Su Borough, etc.
  • Knowledge and experience with Alaska Native cultures
