Job Summary:

Raytheon has an excellent opportunity within the Supply Chain Proposal Excellence Team for a Supplier Proposal Adequacy Checklist (SPAC) Analyst. This great growth opportunity will provide an ambitious individual with the ability to interface with the proposal analysts, external suppliers, and the Strategic Affordability Analysis (SAA) organization. This individual will provide analytical support to the Proposal Team in the review of supplier proposals for compliance to the Federal Acquisition Regulation (FAR). The Analyst’s work product will have a direct impact on Raytheon’s competitive posture in the defense marketplace and customer satisfaction. For these reasons, a strong background in cost accounting, auditing, estimating, and analytical techniques is required.

Responsibilities to Anticipate:

  • Use the SPAC Reviewer’s Checklist to review supplier proposals for compliance to the FAR.

  • Communicate findings to the proposal analysts for reach back to suppliers

  • Create the CAPA request form (SAA-002) form for cost analysis and Commercial Item Determination (CID) requests to SAA

  • Work closely with SAA

  • Support supplier calls with the proposal analysts when necessary for Cost and Pricing Data questions/requirements

  • Train Supply Chain personnel on the Supplier Proposal Adequacy Checklist

  • Provide monthly reporting on first pass metrics, highlighting suppliers that continuously submit cost and pricing data that does not meet FAR requirements

  • Work special improvement projects with suppliers to refine their proposal process and to drive quicker cycle time to submit compliant proposals

  • Review of CPD requirements in RFP’s issued to suppliers

Basic Qualifications:

  • Typically requires a University Degree and 8 years related experience or an advanced degree in a related field and a minimum of 5 years experience.

  • Experience working in at least one of the following areas:

  • Subcontractors’ proposal requirements

  • Supply Chain

  • Operations or Product Line estimating

  • Cost Accounting or Auditing

  • US Citizenship Required: This position requires the eligibility to obtain a security clearance.

  • Intermediate knowledge of Federal Acquisition Regulations

Preferred Qualifications:

  • Prior experience or knowledge in Strategic Affordability Analysis or related discipline

  • Strong analytical and problem-solving skills

  • Demonstrated ability to fully understand and be able to articulate the importance of suppliers providing compliant proposals

  • Demonstrated understanding of proposed labor, material, other direct costs, direct and indirect rates and profit

  • Proficient in MS Office

  • Demonstrated ability to multi-task and work well under pressure to meet deadlines

  • Must be able to work in a very fast-paced environment and adapt quickly to changing requirements

  • Strong oral and written communication skills

The salary range for this role is 96,000 USD - 200,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
