Commander, Navy Installations Marina/Auto Hobby Manager in Annapolis, Maryland
Summary This position is located within the Recreation Branch, Morale, Welfare and Recreation Department, Naval Support Activity, Annapolis, Maryland. The incumbent of this position supervises and operates the Auto Skills, RV Park, Deployed Storage, Car Wash, Marina and outdoor recreation programs for active-duty military, their dependents, retirees and authorized civilian users. Responsibilities MAJOR DUTIES AND RESPONSIBILITIES Develops a comprehensive Marina and Auto Skills program that ensures that facilities and programs are properly staffed and maintained. Responsible for the overall operation of 42 wet slips, a 125 slip dry storage, 50 moorings, rental equipment that consists of motor boats, sailboats, kayaks, canoes, a retail store and boat fuel. Provides administrative oversight of the Auto Skills Center program which consist of a 6 bay, 4 lift auto skills center, a 259 spot RV/boat storage lot, and a 3 bay car wash. Operates programs in accordance with guidelines established by Navy Personnel Command and NSA Annapolis to ensure that all areas are operating within proper guidelines. Conducts regular, daily inspections of the marina facility and associated equipment. Evaluates both the Marina and Auto Skills programs to ensure maximum effectiveness of facility and programs from the standpoint of participant response, available resources and overall program objectives are met. Arranges for all supplies and equipment necessary to support the programs and special events. Insures proper internal controls are established to protect income, minor property, fixed assets, resale supplies, records, etc. Prepares and justifies annual operating budget (APF and NAF) for inclusion in the overall MWR Department budget submission. Budget requests are based on a needs assessment of the population served and include projected payroll, equipment, awards, training, travel and lodging, maintenance and upkeep of facilities. Estimates projected income derived from fees and charges. Budget submissions must meet assigned self-sufficiency requirements. Directly supervises and coordinates a work staff of 5 full time positions; 2 NF-0188- 03 Recreation Specialist; 1 WG-5823-08 Automotive Worker; 1 NA-8610-10 Marine Equipment Mechanic and up to 9 flexible employees of various grades. Interviews candidates for employment. Making selection or recommending selection to subordinates. Approves leave, effects minor disciplinary actions such as warnings, letters of caution/ reprimands and recommends other action in more serious matters. Identifies and arranges for employee developmental and training needs; recommends promotions, details, reassignments and resolution of employee complaints/ group grievances. Recommends awards/ special recognition, cash awards and approves overtime requests. Develops performance standards, evaluates work performance of subordinates; gives advice, counsel or instruction to employees on both work and administrative matters; promotes and furthers the EEO program, affirmative action plan and OSH programs, ensuring employees and patrons are aware of rights, proper procedures and reporting requirements. Supports and incorporates Customer Service practices into overall activity operation. Plans, assigns and reviews work to be accomplished by subordinates with due consideration to the difficulty and requirements of assignments, capabilities and environment. Sets and adjusts short term priorities; prepares and monitors schedules for work completion and finds ways to improve and increase the quality of work desired. Assures that fire, safety and security inspections are conducted and routine maintenance of associated structures are completed. Takes remedial action as applicable to correct deficiencies. Ensures work requests are submitted and monitors until completion. Makes recommendations for improvements to existing facilities or construction of additions or new facilities. Resolves complaints from patrons and solicits feedback to improve quality of service provided. Requirements Conditions of Employment Qualifications Combination of experience related to customer service and activity based functions. Knowledge of a very wide range of the principles, concepts, and techniques of recreation such as would be gained through a formal education and extensive experience in effectively planning and conducting recreation programs, which knowledge enables the employee to plan and continually implement and develop programs for two varied recreational programs. Knowledge of the range of activities and services and of participant interests and needs of a typical recreational program which enables the employee to develop and conduct a very large and exceptionally diversified program. Knowledge includes ability to develop plans for facility improvements and interpret regulations as they relate to the operation. Knowledge and skill as a facility program manager; including the knowledge of support activities (i.e., budget, manpower, contracting, etc.) in order to obtain the resources required to ensure their proper use in delivering an effective and efficient recreational program. Knowledge of facility management and personnel management policies; practices and procedures, including the ability to adjust work operations to meet emergency, changing program or production requirements with available resources and with minimum sacrifice of quantity or quality of work. Knowledge of safety, fire, and environmental regulations and procedures. Education Must have completed Coast Guard Boating Safety Course or equivalent. Must be Skipper "B" qualified. Must have completed Red Cross Sailing Course or equivalent. Must be CPR certified. Additional Information Salary is dependent on experience and/or education. Some positions have special requirements.
