ManTech is seeking a motivated, career and customer-oriented Financial Program Manager to join our team in supporting the F-35 JPO at Arlington/Crystal City, VA.

Project Description:

The F-35 Lightning II Program (also known as the F-35 Joint Program Office) is a joint, multi­ national program and is the Department of Defense's (DoD) focal point for defining affordable next generation strike aircraft weapon systems among the United States Air Force (USAF); United States Navy (USN); United States Marine Co1ps (USMC) and U.S. (United States) allies composed of seven cooperative international partners: the United Kingdom, Italy, Netherlands, Canada, Australia, Denmark, Norway and Security Cooperative Participant (SCP), Israel and Singapore, and Japan. The program is to develop and deploy the F-35 Air System (AS), a three (3) variant family of highly common and affordable 5th Generation strike fighter aircraft that meets the operational needs of the USAF, USN, USMC, and cooperative partner international services. The F-35 mission is extremely complex due to the three variants being manufactured simultaneously; the concurrence of activities (AS design/development, software development, Low-Rate Initial Production (LRIP), stand-up of pilot training, implementation of the aviation logistic support, etc.); and the multitude of international partners and Foreign Military Sales (FMS) customers. Because of the international nature of the program, combined with the highly sensitive and complex technologies being designed into the total AS, comprehensive cost estimating, Affordability, EVM, and FM is imperative to ensure proper execution of the F-35 program.

Roles and Responsibilities:

  • Provide management, direction, administration, quality assurance, and leadership of the execution of this contract. The project objective is to support the F-35 Joint Program Office (JPO) with cost estimating, earned value management (EVM), affordability, and financial management (FM) support services, allowing JPO to accomplish its critical mission of acquiring the next generation strike fighter.

  • Provide program management support, including the management and oversight of all activities performed by the team, including subcontractors, to ensure all F-35 cost analysis, EVM and financial management support services satisfy the requirements identified in the Statement of Work (SOW). The team will support the following activities:

  • Cost Analysis and Estimating Support: Assist the Cost and EVM Integrated Project Team (IPT) in developing, updating, administering, and performing cost analysis and estimating products for development, production, and sustainment activities for the F-35 JPO.

  • Lifecycle EVM Support: Assist the Cost, EVM and Scheduling Team in providing EVM and Scheduling support and services to F-35 Air System and Propulsion leadership across the F-35 Program lifecycle.

  • FM Analysis Support: Support program and budget formulation and execution of the development, production, and sustainment activities for the F-35 JPO. Support all phases of the Programming, Budgeting, and Execution (PPBE) process and meeting all DoD mandated timelines for submission of the PPBE activities related to the financial execution of the of the F-35 and other office support activities.

  • Affordability Portfolio Management: Support the Affordability Directorate in the management of PMO affordability portfolios across development, production and sustainment lines of effort to include planning, tracking, and monitoring execution of affordability activity. Develop affordability business cases to include analysis of cost, performance, schedule, acquisition strategy, and risk associated with prospective initiatives.

  • Use industry best-standards and proven methodologies that assure that all contract activities are identified, documented, and tracked so that the contract will continuously be evaluated and monitored for timely and quality service by the contractor.

  • Facilitate communications and all activities necessary to ensure the accomplishment of timely and effective support, performed in accordance with the requirements contained in this SOW.

Required Qualifications:

  • B.A. or B.S. in Business Administration. Engineering, Management, or Related field

  • Twelve (12) years relevant technical and administrative leadership in managing cost, earned value management (EVM), or financial management projects including the review of work products for correctness, quality, completeness, and follow through.

  • Demonstrated in-depth familiarity with MDAP or other industry equivalent.

  • Experience providing technical advice, organizing, planning, directing, and managing contractor staff to ensure the goals and objectives of the project within prescribed timeframes for projects similar in size and scope as referenced in contract.

  • Experience in providing management and supervision of employees of various labor categories and skills in projects similar in size and scope as referenced in contract.

  • Experience handling personnel staffing requirements and ensuring that the customer is supplied with the proper skill sets that support the duties/tasks as stated in the PWS/ SOW

  • Working knowledge of MS Office applications (Outlook, Word, Access, PowerPoint and Excel)

  • Demonstrated experience in the DoD acquisition process.

  • Demonstrated experience working in complex environments with multiple points of contact.

  • Demonstrated experience in problem resolution and customer satisfaction.

  • Demonstrated written and verbal communication skills, and experience in presenting material to senior government officials.

  • Demonstrated experience managing cost type contracts.

  • Demonstrated experience responding to short notice requests and suspense dates.

  • PMP

Preferred Qualifications:

  • CPA or CDFM or CGFM

  • CSM
