Microsoft Corporation Senior AMERS Land Development Strategy Program Manager in Atlanta, Georgia

Microsoft’s Datacenter Land Development Organization supports the development and delivery of our data center portfolio from site identification and selection through to design, construction and operation. The Microsoft data center development portfolio consists of complex, multi-disciplinary, large scale, multi-year data center construction and lease projects.

Microsoft is looking for a Senior AMERICA's(AMERS) Land Development Strategy Program Manager , who will formulate and refine comprehensive entitlement strategies for the successful deployment of our data center projects. This role demands a broad skill set, particularly the ability to navigate and distill complex regulatory and public policy environments into actionable strategies that support our scaling ambitions. The LDS (Land Developement Strategy) Program Manager will need to work closely with key internal Microsoft stakeholders as well as external entities like regulators and economic development agencies. We're looking for someone with a potential foundation in land development, public policy, and strategic planning. The ideal candidate will have a history of managing large-scale programs successfully, exhibit excellent communication skills, and possess the agility to navigate complex regulatory frameworks effectively.

Responsibilities

Being a Senior AMERS Land Development Strategy Program manager, a few of the responsibilities will be:

  • Drive the development of pre-site selection research to identify permitting risks and scheduling uncertainties for the Americas.

  • Develop comprehensive strategies to navigate complex regulatory and public policy environments. This involves deep analysis of local, regional, and national regulations, crafting actionable plans to mitigate risks and streamline the permitting process for data center projects.

  • Formulate engagement strategies with Authorities Having Jurisdiction (AHJ). Represent Microsoft in critical meetings, ensuring that stakeholder interactions support strategic project goals and facilitate smooth development processes.

  • Coordinate strategic planning efforts across various internal teams, including land development, design, construction, operations, and environmental teams. Ensure that all aspects of the data center development strategy are aligned and integrated into a cohesive strategy.

  • Communicate strategic insights on key risks, mitigation strategies, and compliance requirements to internal stakeholders. Facilitate a strategic understanding of permitting requirements among project teams to ensure compliance and timely approvals.

  • Lead the strategic development of program tools and processes to enhance the predictability and efficiency of permits, approvals, and entitlement delivery for data center projects. Focus on continuous improvement with a strategic perspective on industry trends and regulatory changes.

  • Define and monitor key strategic metrics, particularly focusing on permitting and delivery timeline predictability. Use data-driven insights to refine strategies and ensure that project delivery aligns with Microsoft’s scaling ambitions and strategic objectives.

Qualifications

Required Qualifications:

  • Bachelor's Degree in Business Management, Real Estate, Project Management, or related field AND 5+ years relevant experience

  • OR 7+ years equivalent experience.

  • Proven experience in regulatory strategy, policy analysis, and navigating complex permitting processes.

Other Requirements:

  • Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings: Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.

Preferred Qualifications:

  • Demonstrated ability in strategic planning and managing large-scale projects.

  • Ability to establish and maintain positive relationships with internal and external stakeholders, such as environmental consultants, engineering firms, and regulatory agencies.

  • Analytical and problem-solving skills, with the capacity to adapt strategies based on changing information or regulatory landscapes.

  • Knowledge of data center technical requirements and industry trends.

  • Experience supporting and delivering permitting approvals for large scale and/or complex data center projects.

  • Proven ability to influence regulatory policymakers and navigate accelerated permitting processes.

  • Familiarity with sustainable development practices and environmental impact assessments.

  • Community Engagement and stakeholder engagement experience.

  • Experience in delivery projects in multiple jurisdictions.

Real Estate Portfolio Management IC5 - The typical base pay range for this role across the U.S. is USD $115,000 - $200,300 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $146,200 - $219,200 per year.
