Core Responsibilities:

As a Substance Use Disorder Program Specialist, you will be responsible for planning, monitoring, and implementing substance use and/or mental health programs. The primary purpose of this position is to directly manage, implement, operate, evaluate, support, and administer resources in a manner compliant with SAMHS vision. You will be responsible for overseeing substance use disorder/mental health treatment contracts, reviewing and evaluating treatment programs’ contractual compliance and treatment performance, collecting and evaluating statistical data for the purpose of planning and determining payments to community related programs. This also includes providing technical assistance to state agencies, private service agencies, and the public; organizing and evaluating information and education material; coordinating program services; reviewing and assessing program funding mechanisms. This position requires regular state-wide travel, occasional out of state travel, and occasional overnight stays.

Minimum Qualifications:

To qualify, your background must include Bachelor’s Degree in Public/Community Health, Health Administration, Health Sciences or Health Education; Public Administration, Government, Social Work, or a closely related field and three (3) years professional experience in the planning, development, coordination, policy, and/or evaluation of health programs or services -OR- an equivalent seven (7) year combination of education, training, and experience.

State licensure LADC, CADC preferred but not required.

The background of well-qualified candidates will demonstrate the following competencies:

  • Knowledge and understanding of substance use/mental health disorders.

  • Knowledge and understanding of substance use programs, services, and policies.

  • Experience providing technical assistance to agencies, private service agencies, and the public.

  • Experience providing chart and site audits of providers.

Our role is to ensure Mainers with mental health, substance use, and co-occurring disorders are not just symptom free but living a life of dignity, hope, and meaning. We partner with providers, communities, and citizens to offer support, resources, education, training, technical assistance, and services.
