DEPARTMENT OF STATE HEALTH SERVICES Budget Analyst IV in Austin, Texas

Job/Position DescriptionThe Grants Budget Specialist performs advanced budget preparation and analysis work for the Department of State Health Services. This position is located in the Funds and Coordination Management Branch in the Chief Financial Officer Division in Austin, Texas. This position is eligible for 100% telework (based on performance). Primary Responsibilities:- Provides technical expertise on budgetary matters relating to federal funds.- Prepares and/or analyzes managerial reports, expenditure reports, and grant proposal budgets.- Reviews and make recommendations on policies and procedures that impact grants. The Grants Budget Specialist will work closely with a variety of internal and external stakeholders. Candidates should be adaptable and be able to demonstrate leadership and high emotional intelligence skills. This position requires active listening and excellent verbal and written communication skills, problem-solving skills, and conflict resolution skills. The required and preferred qualifications for this position are listed in the Initial Screening Criteria Section below. Essential Job Functions(55%) Prepares, reviews, and analyzes financial reports related to general revenue, federal funds, reimbursements, fees, appropriated receipts, and other fund areas as assigned for review by management; assists with preparation and development of the annual operating budget process and compiles financial statistics and reports; provide recommendations of task profile adjustments to agency staff; monitors, reviews, and analyzes operating budgets, expenditure patterns, and trends to ensure budgeted amounts are aligned to appropriated amounts, funds have been appropriately allocated, and to determine potential for reallocation, realignment, or adjustments to accomplish programmatic requirements; and recommends improvements to the efficient utilization of funding and staff. Reviews federal Notices of Award. (20%) Provides guidance/technical assistance related to budgetary matters; prepares financial/programmatic reports; provides operating budget status and recommendations on utilization of funds to agency staff; participates in training program staff on financial policies and procedures; and coordinates budgeting procedures, preparation, and reporting.(20%) Reviews and completes budget certification forms; assists with the monthly compilation of federal funds report for DSHS programs and leadership; participates in the development of legislative appropriation requests; participates in budget policy and procedure development.(5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agencyand#146;s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.Registrations, Licensure Requirements or CertificationsNone required.Knowledge Skills AbilitiesKnowledge of state accounting and budgetary procedures and legal restrictions governing the allocation of funds.Skill in preparing budget or accounting reports/requests and in the use of computer software applications (e.g., Excel, Access, CAPPS FIN, USAS, and other governmental financial software).Ability to prepare clear, concise, and accurate financial reports and schedules, produce briefing documents, to train others, and to analyze, report, and communicate financial data and information.
