The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with our CDR-Compliance program area. Auditor III:Performs highly complex (senior-level) auditing work for CDR Compliance. Prepares audit work papers and audit assignments to achieve determined objectives in a timely manner as determined by CDRC management. Provides guidance to others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Auditor IV: Performs advanced (senior-level) auditing work for CDRC Compliance. Ensures audits achieve determined objectives in a timely manner in coordination w/ CDRC management. Acts as audit project lead as required. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Auditor V:Oversees and/or performs highly advanced (senior-level) audit functions to ensure timely completion of assignments to achieve determined objectives in a timely manner, acts as audit project lead. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Prepares audit workpapers that identify and document sufficient and relevant audit evidence necessary to produce audit documentation that is accurate, thorough, clear and concise to support audit conclusions, reportable findings, and recommendations; Prepare sections of the draft report as required. Applies process analysis, business knowledge, and problem solving techniques/skills to effectively define problems, identify, evaluate, and propose potential solutions, and evaluate outcomes. Provides guidance to others through first level review of audit work papers and provides coaching notes for work paper improvement for audit assignments as required and as proficiency allows Review subrecipient single audits and identify any findings or issues in the report that may affect CDR programs and issue MDL per 2CFR200 Audit Requirements Research and document results of Fraud, Waste and Abuse allegations submitted to the GLO fraud hotline affecting CDR programs Obtain profi iency in TIGR, particularly using it as a resource for performing monitoring and oversight activities as they relate to the comprehensive monitoring plan, and as required by CDR Management. Auditor IV: Performs and/or oversees advanced (senior-level) auditing work to achieve determined objectives in a timely manner (i.e. milestone dates, budgeted hours), in coordination w/ CDRC management; will act as the audit project lead as required Oversees and/or develops audit scopes, programs, objectives, procedures, and deliverables based on the CDR program; Oversees and/or Performs audit work to identify, obtain and document sufficient and relevant audit evidence necessary to support reportable audit findings, conclusions, and recommendations and produce audit documentation that is accurate, thorough, clear and concise to support audit conclusions with minimal supervision Oversees and/or prepares audit reports including the preparation and review of the draft report; participate in communications with the client concerning findings, concerns and observations included in the report; Applies process analysis, business knowledge, and problem solving techniques/skills to effectively define problems, identify, evaluate, and propose potential solutions, and evaluate outcomes. Provides project specific guidance to others through workpaper reviews and providing coaching notes to improve work papers and monitoring process and procedures Performs research and analysis on draft policies, procedures, and project documents; develops standardized audit procedures and provides recommendations to and advises management as required. Works with management to develop and participate in staff development through coaching, training, and advising management on training needs. Research and document results of Fraud, Waste and Abuse allegations submitted to the GLO fraud hotline affecting CDR programs Review sub-recipient Single Audit Reports and identify any findings or issues in the report that may affect CDR programs and issue MDL per 2CFR200 Audit Requirements. Obtain proficiency in TIGR, particularly using it as a resource for performing monitoring and oversight activities as they relate to the comprehensive monitoring plan, and as required by CDR Management. Auditor V: Oversees and/or performs highly advanced (senior-level) auditing work to ensure timely completion of audit assignments to achieve determined objectives in a timely manner (i.e. milestone dates, budgeted hours), functions as audit project lead. Oversees and/or develops audit scopes, programs, objectives, procedures, and deliverables based on the CDR program; Oversees and/or Performs reviews and approvals of work papers and reports to ensure adequate documentation and completeness of work performed, conclusions and findings in accordance with departmental policies/procedures and relevant local, state, and federal laws;Develops and implements annual audit plans, including coordinating audit work to ensure the timely completion of audits. Oversees and/or prepares audit reports including the preparation and review of the draft and final report, communication with the client concerning findings, concerns and observations included in the report; submittal of report for issuance; and any corrective action follow-up.
