DEPARTMENT OF STATE HEALTH SERVICES Program Evaluator in Austin, Texas

Job/Position DescriptionUnder limited supervision of the manager of the Chronic Disease Epidemiology (CDE) branch, performs program evaluation activities for chronic diseases programs including the Alzheimer's Disease Program, Tobacco Prevention and Control Program, and other chronic disease programs within the Health Promotion and Chronic Disease Prevention (HPCDP) section. Work involves planning, monitoring and implementing evaluation plans and writing reports for chronic disease programs. Ensures accurate and timely data collection to capture appropriate outcome and process measures of community intervention projects. Responsible for developing logic models, evaluation data collection tools, monitoring data, and updating on evaluation related analyses and findings. Works with CDE and other HPCDP section program staff collaboratively to identify and resolve evaluation-related problems, and recommend appropriate solutions. Assists in development of grant applications and action plans for community program improvement. Coordinates with internal and external partners. Works with considerable latitude for the use of initiative and independent judgment. Essential Job FunctionsAttends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.(45%) Provides expert technical assistance and consultation for the evaluation of chronic disease programs and special projects, including but not limited to the Alzheimer's Disease Program, Tobacco Prevention and Control Program, and other chronic disease programs as needed. Evaluates process and outcome findings related to evidence-based interventions incorporating policy, system and environmental change. Participates in evaluation planning, development, implementation and reporting of program initiatives in collaboration with various DSHS programs and external organizations. Assists in evaluation of community interventions by providing direct support and technical assistance for project implementation. Develops protocols and implement evaluation activities, monitors surveillance systems, gathers qualitative and quantitative data at state and community level. Creates evaluation related materials such as logic models, evaluation frameworks, surveys, data collection instruments, conducts interviews and focus groups as needed, and evaluation plans. Analyzes qualitative data gathered to inform the evaluation goals and objectives. Follows directions and fulfills requirements by funding agencies and HPCDP leadership related to evaluation. (15%) Provides expert consultation and technical assistance to internal and external partners including contractors, local health agencies, and other health, education, and human service organizations. Assists in planning and developing training on evaluation methods for public health professionals. Represents programs when needed on evaluation related workgroups, councils, etc. Writes and submits evaluation plans, reports, updates performance measures for the program strategies as per the grant requirements.(15%) Assists CDE manager and other leadership within HPCDP section with evaluation related requests. Works closely with CDE and other HPCDP section staff related to evaluation projects. Participates in other evaluation related activities as assigned.(15%) Establishes and maintains mechanisms to ensure quality and effectiveness in evaluation methods and activities.
