The posted salary range budgeted for this position is between $6,681.16 and $8,990.33 monthly. New hires will be typically brought into the agency at a starting salary between the posted minimum and the average pay of employees in their same classification in the Office of Technology unless the average pay exceeds the midpoint for the state positions classification salary group. Offers will be commensurate with the candidates experience and qualifications and will thoughtfully consider internal pay equity for agency staff who perform similar duties and have similar qualifications. The top half of the posted salary range is generally reserved for candidates who far exceed the requirements and qualifications for the role. Position OverviewThe Software Development Manager performs highly advanced managerial work overseeing and managing the software development activities for multiple projects in the Information Technology division. The work involves initiating and managing enterprise-level projects, directing, developing, and evaluating projects utilizing accepted and appropriate software development life cycle and project management methodologies. The Software Development Manager plans, assigns, and supervises the work of others while working under minimal supervision, with extensive latitude for the use of initiative and independent judgment. This role works across multiple agency stakeholders to ensure the quality and efficacy of all TEA applications, ultimately in the service of Texas 1,200 school districts.This position is for a supervisor who will directly report to the Director of Application Development in the office of Information Technology (IT) department. Applicants who are strongly being considered for employment must submit to a national criminal history background check.and#8239; About Office of ITThe Office of Information Technology works closely with all agency divisions to implement innovative technology solutions in a cost-efficient manner that supports the goals and priorities of the Texas Education Agency. The Office of IT provides efficient technology solutions and stellar customer services to internal staff, 20 Educational Service Centers, and 1,200-plus public-school districts and charter schools. The following services are provided by IT: leadership on IT initiatives; guidance on security/policy issues; new application development/enhancements; software acquisition; technical support; assistance with technical sections of purchasing documents such as Request for Information (RFI), Request for Offers (RFO), Request for Proposals (RFP); and oversight on the data collec ion process which helps to support and improve outcomes for all of Texas 5 million-plus students. Essential FunctionsJob duties are not limited to the essential functions mentioned below. You may perform other functions as assigned. 1. Team Management and Supervision - leverage management and coaching skills to perform work of considerable difficulty in planning, assigning and directing computer applications program design, development and implementation; plan, assign and direct the activities of professional and technical personnel involved in the design, development and systems analysis functions required to create new computer applications programs or install and implement software purchased from outside vendors; work with employees to establish goals and plans for development; conduct one on one meetings as necessary to assess individual needs and provide guidance; manages hiring process; manage staff that need improvement up or out; review and keep job descriptions up to date2. Software Development and Implementation - leverage technical leadership and management skills to develop and deploy application code with a high level of accuracy and meets approved requirements; analyze and clarify business requirements for development team; ensure software code quality via code reviews; manage code branching and merging activities; manages software build requests and deployments to test and production environments; maintain low levels of returns from testing; maintain low levels of escape returns from production; deploy developed code on time per the agreed upon schedule; follow technology updates to ensure software components used are on supported versions3. Technical Aptitude and Problem Solving - leverage the technical knowledge, problem solving, and analytical skills required for analyzing and solving complex problems; design/architect systems or solutions to meet customer requirements; set and enforce best practices and coding standards; provide technical advice to leads and developers to adopt best practices, new techniques, and procedures; perform code reviews and provides feedback; establish knowledge-base and cross-train team members; learn and adapt to new technologies and processes; evaluate and recommend new technologies and/or technology upgrades; proactively review and assess issues using tools available4. Leadership - leverage leadership skills required for designing, creating and maintaining software applications; manage team to analyze issues to produce and implement solutions; provide technical advice to leads and developers to adopt best practices, new techniques, and procedures; mentor team to learn and adapt new technologies and processes; plan and manage releases; Build consensus to make decisions and follow up; encourage and guide team to collaborate with other teams such as DBAs, QA, Operations, DevOps, and PMs for building, deploying, maintaining and monitoring applications to produce and implement high quality solutions Qualifications: Minimum Qualifications Education: Graduation from an accredited four-year college or university Experience: At least seven [7] years of experience in software development over a large portfolio of software applications. Substitutions: Each additional year of related experience above the required minimum may substitute for education on a year-for-year basis. Other Qualifications Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military At least three (3) years of experience in a leadership role managing delivery of full Software Development Life Cycle (SDLC) application projects is preferred.
