Amentum Performance Management Manager in Baghdad, Iraq

The Performance Management Manager will be based in one of three bases in Baghdad, Iraq, and serve the Operations and Maintenance support Services (OMSS) contract in support of the U.S Department of State. This position will be responsible for management of contract, logistics, and QCC performance, utilizing resources to accomplish operational requirements and will report to the OMSS Senior Program Manager. The duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all inclusive.

DUTIES:

  • Support the integration of the Environment, Health, and Safety (EHS) program throughout operations to safeguard employees and foster an environment where everyone is a safety champion.

  • Provide information and materials to these divisions as necessary to ensure adequate and legal documentation.

  • Provide assistance and travel as directed by the Senior Program Manager to cover for personnel during heightened work requirements or gaps in key coverage.

  • Work with Leadership on risk mitigation and improvement.

  • Chair the Risk Review Board meetings and communicate risk related issues.

  • Follow established policies and procedures; and collaborate with each functional area on improvement in a documented methodical manner.

  • Assist business partners in conducting performance calibration sessions.

  • Manage the annual performance evaluation process and cyclical activities.

  • Drive Program Operational Excellence in the supply chain and vendor execution.

  • Perform analysis on key metrics/processes and recommend improvements that maximize efficiencies in the supply chain and distribution to the end user.

  • Assist each key area of the Program on reporting and simplifying risk/improvement metrics.

  • Work in unison with all departments, or through corporate stakeholders to keep the Program in compliance with reporting and sustaining goals driven through the continuous improvement and operational excellence programs.

  • Identify negative trends, areas of concern, and formulation of the appropriate countermeasures for stabilization.

  • Work with Program Management to work on analysis and identification to increase value within the Program Portfolio.

  • At the direction of the Program Manager communicate standards with staff.

  • Monitor and verify the integrity of the data with local management and Senior Program Manager before distribution.

  • Work with functional managers on their performance measures and communicate with Leadership accordingly.

  • Through process review, determine workstreams where specified training can enhance safety and performance and champion the cause.

  • Improve inbound Logistics and supplier performance for Program execution.

  • Responsible for the management and oversight of Program Supply Chain Operations to include the Quality Consolidation Center (QCC).

  • Improve QCC cross-dock, staff, and operational performance with focus on quality and material turn-around for Amentum business requirements.

  • Work with Senior Program Manager on budgeting and spend.

  • Perform additional duties and projects as assigned.

REQUIRED:

  • Minimum Acceptable Experience Level:

  • Four (4) years in a performance management role.

  • Six (6) years in Contract Management

  • Ten (10) years in Supply Chain Management

  • Knowledge, Skills, and Abilities:

  • Proficient in all Microsoft Office Suite products, including Word, Excel, PowerPoint.

  • Familiarity with Operations and Maintenance Support Services and understand Project/Program Operations and Performance Work Statements.

  • Subject Matter Expert with Supply Chain Management Services and contracts.

  • Familiarity with service-based operations.

  • Expert level executive management skills.

  • Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.

  • Education: BA or Masters Preferred.

  • Passport, Licenses and Certifications:

  • As part of pre-contingency requirements, by the time the visa process starts , candidates must possess a valid passport of home country with a minimum of 18 months remaining to expiration date with 8 blank pages.

  • Valid drivers’ license from Home of Record.

  • Security Vetting: Already possess a US Government issued security clearance or Moderate Risk Public Trust (MRPT) or be able to obtain a favorable MRPT certification or US Government clearance prior to being hired is required for the position. Must maintain eligibility at the required certification or clearance level for the duration of the contract.

  • Language Skills: Satisfactory English proficiency to meet job requirements and to adhere and comply with safety, health, and security measures.

  • Medical: Successfully complete and pass the medical and dental examinations as required by Amentum and our customer for deployment to Iraq. Must maintain physical and dental requirements for duration of deployment.

DESIRED:

  • Five years’ experience or more working on DoS and/or DOD programs.

  • Five years’ international experience in challenging locations, preferably working in the Middle East, with a working knowledge of customs and cultural differences.

  • Previous out of home country experience is and previous work experience in harsh environmental conditions are a plus.

  • Experience working with Amentum.

  • Project Management Professional (PMP)

Other Knowledge, Skills, and Abilities:

  • Knowledge of principles and processes involved in supporting contract responsibilities at an overseas facility.

  • Experience providing excellent customer services.

  • Cross-cultural sensitivity with an international perspective.

  • Excellent organizational and time management skills.

  • Computer skills, specifically in Microsoft Word and Excel.

  • Ability to become an active and functioning member of a team.

  • Ability to be innovative and be an agent for change.

  • Expert communication skills to facilitate and disseminate information.

WORKING AND LIVING CONDITIONS:

This position may be located in a war zone, in an environment with harsh and dangerous working and living conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120- 130 degrees Fahrenheit/50-55 degrees Celsius during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy to Iraq for extended periods. Work schedules are a minimum of 6 days per week and 10 hours per day, while some jobs have higher daily and weekly minimums. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. This includes being able to lift and carry 40 pounds of personal protective equipment for extended periods of time and being capable of running and ‘duck & cover’ during emergencies without putting oneself or others at risk.
