The Maryland Transit Administrator (MTA) is currently recruiting for an Environmental Manager III. This position will support the work of MTA and the Office of Transit Development and Delivery in the management of the Red Line project. This position is responsible for Red Line project compliance per the National Environmental Policy Act (NEPA) and other local, state, and federal environmental regulations.

Maryland Transit Administration (MTA) is seeking an Environmental Manager who will serve as the primary liaison with the Federal Transit Administration (FTA) and other federal, state, and local regulatory agencies for NEPA coordination. In addition to maintaining coordination with these agencies throughout each phase of the project, other expectations include responding to information requests, submitting reports and findings, overseeing the administrative project record, and facilitating regular meetings and other coordination opportunities as needed.

The Red Line Environmental Manager will also serve as a contract and/or task manager for Red Line project NEPA support including managing and monitoring the scope, schedule and budget for the assigned tasks. This position will ensure that all transactions are within the general scope of the contract, adequate, and in compliance with Federal and Maryland state laws and regulations.

The current position is located in Baltimore City, Maryland.

KEY RESPONSIBILITIES:

  • Oversees Red Line project advancement through the NEPA process, including the Alternatives Analysis, documentation, commitments, agreements, permits and re-evaluations, and overall compliance with NEPA and other relevant federal, state, and local environmental laws;

  • Researches, analyzes, and evaluates the environmental and socio-economic impact of the Red Line project, making recommendations to minimize and mitigate these impacts as necessary;

  • Serves as the liaison to FTA and other federal and state regulatory agencies, including review and approval of environmental and decision documents and information requests and responses;

  • Maintains coordination with FTA and other regulatory agencies including the Federal Highway Administration, Maryland Department of Natural Resources, US Fish and Wildlife, US Environmental Protection Agency, US Army Corps of Engineers, Maryland Department of the Environment, Maryland Historic Trust and Advisory Council on Historic Preservation, etc. through regular meetings and general coordination efforts;

  • Serves as a contract and task manager for the Red Line project NEPA and environmental work including contributing to scope of work development and completing cost and time estimates.

    IDEAL CANDIDATE:

  • Experience working in a State government and/or transportation field is also strongly preferred.

Qualifications

PREFERRED QUALIFICATIONS:

Education: Possession of a Bachelor's degree from an accredited college or university in natural sciences, earth science, physical science, environmental science, chemistry, physics, biology, agronomy, horticulture or related sciences, forestry, geography, environmental planning, civil engineering, sociology, economics, planning, anthropology, architectural history, or related fields such as ecology, landscape architecture, or environmental engineering.

Experience: Nine (9) years of experience in environmental analysis, to include the development of plans, specifications, estimates and design, OR nine (9) years of experience in environmental management to include the development, implementation and monitoring of environmental compliance plans for air quality, storm water management, wastewater treatment, hazardous waste management, pollution prevention, solid waste management or multi-media operations, two (2) years of which must include experience supervising employees, consultants or contractors in an environmental area.

Notes:

  • Possession of a Master's degree in one of the disciplines required may be substituted for one year of the required non-supervisory experience.

  • Possession of a Doctorate's degree in one of the disciplines required may be substituted for two years of the required non-supervisory experience.

  • U.S. Armed Forces military service experience as defined under the Minimum Qualifications may be substituted for the required education and experience on a year-for-year basis.

Licenses & Certifications

  1. Certified Environmental Specialist, Registered Environmental Professional, or AICP Certified Planner preferred.
