Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE PERMANENT POSITION. This National Guard position is for a Human Resources Specialist, Position Description Number NGT5931000 and is part of the Guam G1 Directorate of Manpower and Personnel, National Guard. Responsibilities Advises and counsels management, employees, annuitants, and family members of deceased employees by interpreting, applying, and explaining retirement and insurance laws, regulations, and policies on available retirement insurance benefits, death benefits, entitlements/options. Assist employees in the preparation of retirement applications and related documents and forwards to the Army Benefits Center Civilian (ABC-C). Works with Department of Labor (DOL), Defense Civilian Personnel Advisory Service (DCPAS), ANG/ARNG Safety Managers and supervisors to ensure payment of legitimate claims, questionable claims are reviewed and referred to DOL as appropriate and potential fraudulent claims are reported to the appropriate office for investigation. Assesses and analyzes situations to ensure minimum compensation costs are expended and light duty policies are implemented. Provides technical assistance and guidance to supervisors, leadership, and various staff members in the operation, maintenance, and capabilities of various Human Resource Information Systems (HRISs) such as automated personnel systems, automated records management systems, case management systems, personnel records applications, HR In-Processing via virtual platforms, and virtual personnel services. Directs and monitors operation and maintenance of the local personnel system. Provides advice on the use of data for compiling personnel and statistical reports and preparing personnel action documents. Applies a practical knowledge of human resources management rules, regulations, policies, and procedures that have impact on, or are related to, HRSIS. Compiles personnel and statistical reports and advises staff in the proper documentation for personnel actions. Researches and analyzes problems while monitoring actions requested to ensure that problems encountered are fixed. Ensures HRO staff is informed and trained on system changes, including patches, messages, and system advisory notices. Identifies system operational problems and works with local Information Technology (I.T.) and NGB to coordinate activity for timely resolution. Performs user account management services by identifying users to be added/deleted/modified. Manages full-time manpower requirements for the state. Reviews determinations of ANG/ARNG manpower requirements/authorizations derived from the Unit Manpower Document (UMD) and Voucher. Ensures requirements/authorizations are properly distributed according to workload factors contained in various Manpower Staffing Standards, equipment density allocations; Modified Table of Organizational Equipment (MTOE) and Table of Distribution and Allowances (TDA) or other methodologies used. Advises managers and supervisors on classification, position management, and organization design. Provides classification advisory services; conducts position reviews; analyzes and classifies positions descriptions including writing evaluation statements. Reviews and revises, when needed, coding for such data points such as cyber security, functional classification, full performance level, Fair Labor Standards Act (FLSA) designation. Makes related position classification determinations such as exemptions from the Fair Labor Standards Act (FLSA), requirements for filing of financial disclosure documents, competitive level, bargaining unit status, and supervisory status and captures that information for record keeping purposes on the official position description (PD). Advises and supports State managers, supervisors, and the Human Resources Officer on recruitment and placement matters for a variety of professional, administrative, technical, and clerical occupations. Plans for and administers the merit promotion and recruitment/ placement program. Educates commanders, managers, and supervisors on a wide range of programs, regulations, and policies regarding hiring of federal employees. Responds to inquiries and provides recommendations to resolve complex interrelated HR issues regarding recruitment and placement matters from the serviced workforce and coordinates with NGB-HR as required. Evaluates work processes, provides training, and ensures accuracy and applicability according to regulatory and statutory guidance. May create and publish new and recurring vacancy announcements using automated system (i.e.: DCPDS or USA Jobs). Performs the full scope of HR staffing work related to hiring, advertisement, qualification, selection, and onboarding actions. Performs qualification analysis of eligible applicants and adjudication of qualification appeals. Maintains documents associated with hiring actions. Reviews and analyzes statistical data concerning recruitment and placement functions, end strength and man-hour utilization and makes recommendations to supervisors for improvements. Conducts long-range planning for projected mission and/or organizational changes to formulate a placement plan. Performs other duties as assigned. Requirements Conditions of Employment Qualifications GENERAL EXPERIENCE: Experiences gained through civilian and/or military technical training schools within the human resources business programs are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: Must have at least 1-year of specialized experience equivalent to at least a GS-9 level. Specialized experience is experience that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force. Education SUBSTITION OF EDUCATION FOR SPECIALIZED EXPERIENCE: The following education may be substituted for the required specialized experience; a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. COMBINING EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as the computed percentage of the requirements is at least 100%. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify for this position.
