The Louisiana Department of Revenue (LDR) is responsible for fairly and efficiently collecting state tax revenues to fund public services, to regulate charitable gaming and the sale of alcoholic beverage and tobacco, and to support state agencies in the collection of overdue debts. Collectively, each program, unit, division and group work together to provide the core services to taxpayers of the State of Louisiana and stakeholders of the agency. LDR is comprised of the following groups: Tax Collection, Charitable Gaming, Alcohol and Tobacco Control (ATC), Debt Recovery and Louisiana Tax Free Shopping Commission.

The Operational Performance and Compliance Division assists other divisions in the continuous improvement of the Department by coordinating, developing, and managing projects. The goal is to enhance efficiency, optimize processes, and ensure better outcomes for both the organization and the public. The team members will analyze performance data, review processes, perform research, implement process improvements, or evaluate service quality to drive positive change and promote continuous improvement.

ABOUT THIS POSITION:

The person in this position serves as the team member responsible for providing business and consulting services relevant to business applications. This position perform the role of business partner to facilitate application changes, production issues and other application-related activities. This position also serves as a project manager responsible for managing Agency initiatives, which impact multiple program areas as well as internal and external stakeholders. Manages and directs the work of new technology implementation, and major IT or business process modifications. This position requires a strong knowledge of LDR, various business processes, and a working knowledge of application systems in support of those processes. Work involves regularly communication with business units, directors, and LDR Management for project-related activities. The person in this position must be capable of working independently, managing multi-sized contracts including: stakeholder management, budgeting, planning, requirements gathering, disbursing, and deliverable acceptance. Create policies and memorandums of understanding for external agencies, oversees methods and procedures used to implement and maintain the data capture and imaging program. Facilitates requests for new-agency onboarding related to imaging services.

VACANCY INFORMATION:

This position will be domiciled in East Baton Rouge Parish. Applicants must select this parish on their application to indicate that they are available to work in the parish of this vacancy.

A Tax and Natural Disaster Clearance will be conducted on all selected applicants to validate the timely submission of tax returns and payments. It is a requirement that all Revenue employees must adhere to all tax laws of the State of Louisiana.

LA R.S.15:587.5, 587.6 and the IRS require the Louisiana Department of Revenue to conduct a criminal history records check of a prospective employee who will access federal tax information to perform job duties. Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree plus three years of professional level experience in accounting; budgeting; contracts; economics; engineering; finance; financial auditing; grants; human resources; information technology; management analysis; operational auditing; policy planning; procurement; social services; statistical analysis; tax collections; or tax enforcement.

SUBSTITUTIONS:

Six years of full-time work experience in any field will substitute for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree will substitute for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

A master's degree in accounting, business administration, economics, engineering, finance, industrial/organizational psychology, human resources, political science, public administration, social work, statistics, computer science, management information systems (MIS), quantitative business analysis--computer science, information systems and decision sciences, or computer information systems will substitute for one year of the required experience.

A Ph.D. in accounting, business administration, economics, engineering, finance, industrial/organizational psychology, human resources, political science, public administration, social work, statistics, computer science, management information systems (MIS), quantitative business analysis--computer science, information systems and decision sciences, or computer information systems will substitute for two years of the required experience.

NOTE:
