Position Information:
This position may be filled as either a Probational or a Job Appointment (open to all qualified applicants); a Promotion (open to all statewide classified and Agency wide permanent status employees); or by Detail to Special Duty. Minimum Qualifications
MINIMUM QUALIFICATIONS:
A baccalaureate degree plus four years of professional experience in workforce development, administrative services, social services.
SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
A master's degree will substitute for one year of the required experience.
NOTE:
Any college hours or degree must be from an accredited college or university.
Job Concepts
FUNCTION OF WORK:
To provide management and program expertise for grants and multiple Workforce Development programs, with statewide responsibility.
LEVEL OF WORK:
Manager.
SUPERVISION RECEIVED:
Broad from higher-level Workforce Development personnel. Other reporting relationships may be approved by SCS.
SUPERVISION EXERCISED:
Direct over lower-level Workforce Development personnel.
LOCATION OF WORK:
May be used by state agencies with workforce development functions.
JOB DISTINCTIONS:
Differs from Workforce Development Manager by the presence of statewide responsibility for managing Workforce Development, directing federal reporting, and developing /directing budgetary expenditures through multiple Workforce Development Specialists and/or program personnel.
Differs from Workforce Development Administrator by the absence of overall responsibility for the administration and implementation of Workforce Development programs.

Plans, implements, and maintains program delivery.
Directs the delivery of services to program recipients.
Works with local and state Economic Development officials to promote business growth in assigned parishes within the state.
Directs and coordinates activities of federal and state grants and subcontract agreements with service delivery areas.
Responds to elected officials as a resource for workforce and economic development in their locality.
Determines program goals, objectives, and priorities.
Develops and identifies policy and procedure issues.
Assigns program related projects to management staff and supervises work in progress. Holds regular meetings of supervisory staff to review, monitor, and evaluate work and for problem identification and resolution.
Establishes and maintains an effective organizational structure for delivery of a wide range of workforce development programs.
