Position Information

This position may be filled as either a Probational or a Job Appointment (open to all qualified applicants); a Promotion (open to all statewide classified and agency wide permanent status employees); or by Detail to Special Duty. Current permanent status, classified employees may be required to accept a Probational appointment if selected. If filled as a Job Appointment, there is a possibility that this position may be converted to a Probational Appointment should funding become available.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree plus four years of professional experience in workforce development, administrative services or social services.

SUBSTITUTIONS:

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

A master's degree will substitute for one year of the required experience.

NOTE:

Any college hours or degree must be from an accredited college or university.

Job Concepts

FUNCTION OF WORK:

To serve as a statewide consultant for an ongoing, continuous, Workforce Development program.

LEVEL OF WORK:

Program Manager.

SUPERVISION RECEIVED:

Broad from higher level Workforce Development personnel. Other reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:

Functional and/or regulatory over Workforce Development personnel and others as needed.

LOCATION OF WORK:

May be used by state agencies with workforce development functions.

JOB DISTINCTIONS:

Differs from Workforce Development Supervisor by the presence of program consulting responsibilities in a statewide capacity.

Differs from Workforce Development Manager by the absence of managerial responsibility with direct subordinates.

Examples of Work

EXAMPLES BELOW ARE A BRIEF SAMPLE OF COMMON DUTIES ASSOCIATED WITH THIS JOB TITLE. NOT ALL POSSIBLE TASKS ARE INCLUDED.

Support management of multiple program areas including training, budget, and compliance.

Reviews and evaluates office operation and/or program recipients for a single complex program on a statewide basis.

Interprets and tracks corrective action within an assigned program.

Evaluates programs, identifies promising practices, and develops/recommends comprehensive solutions.

Responsible for coordinating procedures for assigned program(s) on a statewide level.

Assists management with directing, training, evaluating, and monitoring the statewide activities of staff working on assigned programs.

Develop program objectives and operating procedures.

Develop procedural guidelines for field staff. Advises field staff of any procedural changes or modifications to policies.

Develop long term plans, strategies and objectives for information processing activities, reporting, tracking and data integration.

Compile, analyze and submit required reports to management for review and executive analysis. Research, analyze and interpret statistical data on program effectiveness.

Provides support and technical assistance for assigned areas. Responds to inquiries from staff and external customers by answering questions, disseminating information, and addressing concerns.
