GENERAL STATEMENT OF JOB

Under limited supervision, performs administrative and supervisory work in planning, organizing and directing an effective and comprehensive tax collection, listing and assessment, and land records program for the County. Work involves researching and developing new and revised procedures and forms to meet changing needs and to improve departmental efficiency. Employee supervises paraprofessional, technical and clerical personnel. Reports to the County Manager.

SPECIFIC DUTIES AND RESPONSIBILITIES

ESSENTIAL JOB FUNCTIONS

  • Plans, organizes and directs the work of the County Tax Department; supervises a staff of assistants including assessment, appraisal, collection, land records, technical and clerical personnel.
  • Directs the collection and accounting for all County and municipal real and personal property taxes including special districts and special assessments; oversees granting of exemptions and deferments; coordinates, plans and directs delinquent tax collection enforcement.
  • Prepares projections for growth or decline of County tax base and consults with the County Manager and Board of Commissioners concerning the fiscal impact of tax rate adjustments.
  • Develops policies and procedures for County-wide appraisal programs and County-wide octennial revaluations.
  • Oversees and coordinates the tax listing, appraisal, assessment, and billing operations for the County, ensures that real property ownership transfers are updated and documented; sees that completed tax abstracts are processed into tax bills; ensures that County tax maps and real estate property cards are updated.
  • Appears before the County Board of Equalization and Review; defends tax appraisals before the board of Equalization and Review and the North Carolina State Property Tax Commission.
  • Prepares and administers the annual departmental budget; oversees provision of goods and services to department by outside vendors.
  • Prepares reports for County commissioners, Local Government Commission, municipal governments, special district agencies, North Carolina Financial Accounting Officers, etc.
  • Manages departmental personnel functions including scheduling of personnel, operations, and training; ensures that personnel have adequate supplies and equipment; conducts inter-office meetings; and attends staff meetings.
  • Resolves errors in business and residential assessments; approves and signs all expenditure vouchers; reviews and assigns appraisal tasks and work priorities; reviews property transfers; reviews and approves all refunds and releases; and reviews the daily tax collection reports.
  • Assists interested persons with inquiries about property value assessments, explaining process for arriving at property valuation.
  • Advises, confers and assists the County Board of Commissioners on tax assessment matters.
  • Assists Attorneys, Realtors and financial institutions; provides technical assistance to government agencies.

ADDITIONAL JOB FUNCTIONS

  • Plans, directs and coordinates annual statute requirements of auditing tax records, senior citizen exemption records, present use value records and property tax exemptions.
  • Plans, directs and coordinates sales ratio studies for the North Carolina Department of Revenue. Develops forms necessary for all office functions.
  • Negotiates contracts for octennial revaluation services. Performs other related work as required.
