The Department of Natural Resources is seeking to fill one (1) Finance Director position, at our central office in St. Paul, MN or Regional Headquarters in New Ulm, Bemidji, or Grand Rapids MN. The specific location will be agreed upon at the time of selection.

The Financial Management Director for the Department of Natural Resources (DNR) sits within the OMBS Section of the Operations Services Division position and provides financial leadership and direction to support DNR operations and the Commissioner’s Office. The Finance Director also works with the Chief Financial Officer to manage the entire OMBS section. The position focuses on managing accounting and purchasing operations for the department (Accounts Payable, Accounts Receivable, Procurement, PT Contracting, Financial Reporting/System and Regional Service functions.) This position provides financial leadership and direction for Operations Support and OSD Division budgets, coordinating financial activities with the budget unit, and guiding the department’s cross-disciplinary financial management. This position also provides programmatic direction to seven division accounting directors.

Responsibilities include but are not limited to:

  • This position will train for and serve when assigned as a member of the Command and General Staff on an Incident Management Team (IMT) within the Finance Section Unit so that emergency operations are supported and facilitated in all financial, administrative, and cost analysis aspects of an incident.

  • Lead the implementation and maintenance of broad financial management policies. Manage and direct financial, accounting, and procurement operations within the DNR so that department objectives are met while financial and accounting transactions are processed and recorded in compliance with generally accepted accounting principles, state and federal laws, and state accounting and procurement policies.

  • Manage and supervise the Accounting Operations Manager, Accounts Payable Director, Accounts Receivable/Revenue Director, Procurement Director, PT Contracting Director, and Regional Service Director to ensure that OMBS supports senior management direction, OMBS actions support DNR operations, and so that work assignments are completed in an efficient and expedient manner.

  • Lead a cross-divisional team of Administrative and Fiscal Section Heads and Division Accounting Directors and leaders within Financial Management to implement policies and procedures. Provide fiscal/budgetary assistance as necessary for Commissioner’s Office, Division Directors, Regional Directors, Section Chiefs, and all other personnel of the department so that a high level of fund integrity is maintained.

  • Represent the DNR on multi-agency statewide task forces addressing finance/accounting functional and policy issues including those related to administrative systems i.e., SWIFT and SEMA4 so that these functions, policies, and systems meet the needs of the department.

  • Direct the finance and procurement related compliance mentoring and support activities for the Department of Natural Resources. Provide management and direction to fiscal compliance support staff, who work with division fiscal sections to procure goods and implement division budgets according to state laws and policies.

This position may be eligible to telework, which is subject to change. If approved, the employee would be required to complete a telework agreement. This position will require traveling to our central office location in St. Paul, MN on an occasional basis for meetings, training, onboarding, etc. or as needed by supervisor.

Minimum Qualifications

  • Four (4) years of managerial or advanced supervisory experience which includes development and management of financial and purchasing policy, budgets, funding strategies, revenue/cost forecasting, financial processes and controls, and related functions.

  • A bachelors degree in business, accounting, finance, public administration, policy economics, or closely related field may substitute for one (1) year of experience.

  • Experience in utilizing the principles of supervision sufficient to effectively hire, lead, motivate, develop, foster teamwork, assign work, evaluate, discipline, reward, and manage direct reports.

  • Experience working with revenue, accounting, and procurement systems.

  • Communication skills sufficient to work effectively with a variety of staff with varying levels of expertise in finance or administration.

  • Demonstrated ability to lead and manage change.

  • Demonstrated ability to support organizational diversity goals through both the implementation of inclusive management practices in the workplace and championing diversity concerns in purchasing and / or grant making.

  • Ability to treat employees inclusively in the areas of accommodation, scheduling, expectations, individualized resource needs, training, and development.

  • Ability to build collaborative relationships and to influence / negotiate positive outcomes with internal and external stakeholders.

  • Knowledge of generally accepted accounting and auditing principles.

Preferred Qualifications

  • A bachelors degree in business, accounting, finance, public administration, policy economics, or closely related field.

  • Knowledge of SWIFT, SEMA4, or other similar revenue, accounting, and procurement systems.

  • Knowledge of the principles and practices of public administration/management and an understanding of state laws, rules, and regulations as they apply to financial services.

  • Knowledge of the legislative process and functions.
