Join the mission-driven team in Environmental Health and help protect public health in the use and consumption of water. As a Public Water Supply Engineer, you will help enforce the Safe Drinking Water Act (SDWA) in the Noncommunity Public Water Supply (NPWS) Unit within the Drinking Water Protection (DWP) Section, along with perform other core DWP Section duties. This essential role helps ensure the adequate operations and treatment of public water supplies.

Responsibilities may include:

  • Review plans and specifications for noncommunity public water systems to ensure compliance with applicable regulations and standards.

  • Develop, assess, and update procedures for review of plans and specifications.

  • Conduct plan review inspections of public water systems to ensure proper construction, modification, and maintenance.

  • Provide engineering consultation and technical support to DWP Section staff and partners for water treatment, well construction, premise plumbing and cross connection control.

  • Provide technical expertise and recommendations for program administration and program and regulatory development.

  • Provide engineering support and review of activities for resolving contamination from per- and polyfluoroalkyl substances (PFAS), manganese and other emerging contaminant.

This incumbent can be located out of St. Paul, St Cloud or Fergus Falls district office. however, work will be performed throughout greater Minnesota and the Minneapolis/Saint Paul metro area. The position will have the option of teleworking; however, it will be based on the business needs of the unit and is at supervisory discretion.

This vacancy is being announced at multiple different job classification levels: Engineer Graduate 1 or 2 and Engineer Senior. Only one position will be filled, and the final job classification of the position will be determined based on the selected candidate’s qualifications.

Minimum Qualifications

Engineer Graduate 1:

  • Bachelor's degree or a degree in progress in Civil, Environmental/Sanitary, Chemical, Mechanical or related engineering field.

Engineer Graduate 2:

  • Bachelor's degree in Civil, Environmental/Sanitary, Chemical, Mechanical or related engineering field.

AND

  • Two years professional level engineering experience.

Engineer Senior:

  • Two years professional level engineering experience.

AND

  • Licensed as a professional civil engineer with the Minnesota Board of Architecture, Engineering, Land Surveying, Landscape Architecture, Geoscience and Interior Design (AELSLAGID)

One year para-professional engineering experience may be substituted for six months of professional experience. A Master's degree in Civil, Environmental/Sanitary, Chemical, Mechanical or related engineering field may be substituted for 18 months of professional experience

Additional minimum qualifications to be assesses during the interview process:

  • Ability to communicate technical engineering information, orally and written, interpret engineering data and information.

  • Experience communicating technical engineering information, orally and written, interpreting engineering data and information.

  • Public water system engineering knowledge including operation, construction and design and rules, requirements, and application of the Safe Drinking Water Act.

Preferred Qualifications

  • For Engineer Graduate 1 or 2, Engineer in Training certification from National Council of Examiners for Engineering and Surveying (NCEES).

  • Applying common engineering practices, methods, and procedures in technical engineering work and plan review

  • Providing public presentations to groups.

  • Recognizing transmission risks in public health work involving waterborne diseases.

  • Performing research and laboratory work in the area of water supply and engineering.

  • Knowledge of water treatment technologies and concepts, the Safe Drinking Water Act, Minnesota Plumbing Code, Minnesota Well Code rules and requirements.

Physical Requirements

  • Remain stationary and move over even/uneven or sloping ground for significant periods of time, including on snow covered ground, for up to a mile.

  • Move as much as 50 pounds of equipment or samples from ground to waist height, and from waist to shoulder height.

  • Work outdoors in all seasons.

  • Work in small, confined spaces.

  • Work in loud environments for short periods of time.

This employment does not require a valid driver’s license, but it does demand travel, which the candidate will be responsible for meeting.
