ABOUT THE DEPARTMENT:

Our Mission is to promote and protect the Health and Safety of Our Community. Our department has a primary responsibility to help address the basic health and wellness of Deschutes County residents. The department offers services at more than 40 locations in Deschutes County including public schools; health clinics in Bend, La Pine, Redmond and Sisters; five school-based health clinics; agencies such as the KIDS Center and the State of Oregon Department of Human Services; area hospitals; care facilities and homes.

ABOUT THE JOB:

This position will join a fast paced, mission driven Finance Team that supports an innovative health services department in achieving fiscal sustainability and resilience to support positive outcomes in the community.

This position will be providing fiscal and grant management for a complex and rapidly evolving healthcare environment. Specific duties include performing professional accounting and financial analysis functions, in addition to reconciling and reporting of financial transactions using generally accepted accounting principles. The position requires an in-depth knowledge of financial reporting and Federal grant management; work performed will be in compliance with state and federal regulations, County policies and procedures, and government accounting standards. Duties include: maintaining and reconciling accounting records for multiple unique and complex grants, researching financial issues and resolving discrepancies, preparing budget and payroll projections and allocations, balancing inter-fund activity, reviewing and reconciling receipts and expenditures, preparing monthly financial reports to internal and external agencies, managing employee payroll allocations to multiple grants, comparing budget to actuals with variance analysis and explanation, preparing monthly balance sheet reconciliations, assisting with year-end audit work papers and financial reports including the Schedule of Expenditures of Federal Awards (SEFA), supporting grant budgetary management processes in accordance with Federal guidelines, and conducting cost-benefit analysis of potential purchases and funding opportunities.

This position is located in Deschutes County and may be eligible for hybrid of in-office/remote work as allowed by policy and approved by the supervisor.

Key Responsibilities:

  • Maintaining and reconciling accounting records for multiple complex budgets.

  • Preparing budget and payroll projections and allocations.

  • Meeting critical time deadlines for the development and submission of federal, state, and County financial reports.

What You Will Bring:

Knowledge of or experience with:

  • Governmental accounting and financial reporting standards.

  • Grant accounting, budgeting, and reporting.

  • Exercising patience and discretion in communications with others inside and outside the organization and ability to communicate technical concepts to others, as needed.

Skill in:

  • Establishing and maintaining effective working relationships with others at all time.

  • Performing account and variance analysis, preparing account adjustments, and completing financial reports using PC-based financial software and spreadsheets.

  • Communicating effectively both verbally and in writing.

Compensation

$6,774.40 to $9,078.37 per month for a 172.67-hour work month. Excellent County benefit package when eligible. This position is available immediately.

Minimum Qualifications

  • Bachelor’s degree in Accounting, Finance, Business or Public Administration;

  • AND three (3) years of public sector accounting experience;

  • OR any equivalent combination of training, education, and experience that provides the required skills and knowledge to perform the essential functions of the job.

    Preferred Qualifications:

  • Master's degree in accounting.

  • Reviewing interrelated financial records and identifying and reconciling errors.

  • Experience in grant management and reporting.

Necessary Special Requirements

The employment offer will be contingent upon pre-employment screening for criminal history and controlled substances (NOTE: Positive test results for marijuana use may result in rescission of a contingent offer of employment). These screenings must be completed with satisfactory findings in order for a formal offer of employment to be extended.

Physical Requirements. Must have the ability to work in an office that is environmentally controlled; possess sufficient hand coordination to perform keyboarding and data entry; arm/hand movements to retrieve work materials and operate a variety of general office equipment. The position is frequently required to sit, walk, stoop, bend, reach, stand, grasp, talk, hear, see, and may lift up to 10 pounds.
