Project Description: INRM is a five-year task order (July 30, 2020 – July 30, 2025) under the United States Agency for International Development (USAID) STARR II IDIQ. INRM is managed by the USAID Land and Resource Governance Division within the Center for Natural Environment in the Bureau for Resilience, Environment, and Food Security. Activities under INRM may be identified and funded by USAID Washington-based offices and/or by Missions. INRM supports integrated analysis and programming across development sectors. By using a multi-sectoral lens, INRM seeks to strengthen the impacts of USAID’s core environmental programming by recognizing synergies, adopting best practices, and building broader constituencies for integrated programming. INRM is designed to help USAID operating units achieve higher impact environment programming.

Role’s Purpose: The USAID 2014 Biodiversity Policy is currently being revised and updated. This process included an assessment of overall performance around the implementation of specific expectations outlined in the Policy. Specifically, the Policy includes goals, principles, and a set of statements framed as “USAID will”, which define specific implementation attributes for the Policy. The revised Policy will include similar expectations that will need to be assessed in 5 to 10 years from the time of release. INRM is supporting USAID in designing an assessment process that will allow for the identification of quantitative and qualitative data that can be collected throughout the life of the new Policy and analyzed during its assessment process. This task will help USAID engage in a continuous data collection and management process to evaluate its performance around the implementation of the revised Policy.

INRM seeks an expert consultant in evaluation of biodiversity programs to support an activity that will provide actionable recommendations to design and implement a data collection, management, and analysis protocol for the future assessment of the revised Biodiversity Policy.

Objectives and Duties:

The consultant will review the goals, principles, and “USAID will” statements in the 2024 Biodiversity Policy and:

  • Develop a brief work plan for the consultancy to be discussed with INRM staff.

  • Identify qualitative and quantitative data that can be collected to implement a robust evaluation of the impacts of the 2024 Biodiversity Policy.

  • For each data type, provide a detailed reference sheet and provide recommendations for analysis methods.

Deliverables and duration of assignment:

The assignment is expected to take up to 15 non-consecutive days, commencing in August 2024 and completed by October 2024. The deliverables are:

  • A 2-5 page work plan outlining the main actions the consultant will undertake to complete the assignment.

  • A written report describing what data can be collected to assess performance of the 2024 Biodiversity Policy. This report will include a reference sheet for each of the data attributes including recommendations for data analysis.

  • The consultant will participate in brief periodic calls with the INRM team as needed.

Qualifications:

The consultant should meet the following criteria:

  • Advanced degree in biodiversity conservation, ecology, natural resource management, or a related field;

  • At least five (5) years of experience working specifically on evaluation of biodiversity programs or strategies;

  • Experience with data collection and analysis.

Familiarity with USAID and/or other international donor programming, and/or with evaluation of programs or strategies aimed at transformative change would be an asset.

Reporting: The consultant will report to the INRM Activity Manager.
