Summary The Office of the Director, National Institutes of Health is seeking exceptional candidates for the position of Chief Information Officer. This is a career Federal position in the Senior Executive Service - a talented team of men and women charged with leading the continuing transformation of our government. Responsibilities The CIO serves as a principal advisor to the Director of the NIH and the Associate Director for Information Technology, Cyberinfrastructure and Cybersecurity, NIH on issues related to information technology, information security, and information resources. The CIO's responsibilities may include: IT management including IT planning and budgeting, IT acquisitions, and IT governance and oversight, on behalf of the NIH. Developing and implementing a NIH-wide information security program consistent with FISMA requirements. Developing strategies and plans to address critical workforce challenges related to information security and technical skills. Oversight of NIH acquisition strategies for IT that are consistent with FITARA and delegated authorities. Providing strategic management and leadership by coordinating, organizing, and allocating resources to support NIH priorities. Senior-level experience in developing strategic vision/plans/roadmaps and IT policies and procedures that ensure enterprise-level compliance with federal IT requirements and regulations as well as developing and implementing governance frameworks, in support of biomedical or other scientific research. 2. Demonstrated expertise in assessment and alignment of IT strategies, technologies, and services with current and emerging customer, collaborator, and stakeholder expectations and requirements. 3. Expert ability to manage large complex multi-site IT resources and investments and ability to establish and execute an annual and multi-year IT planning, programming, and budgeting process. 4. Expert ability to communicate effectively with executives representing other disciplines to infer IT requirements, expectations, and to convey IT vision, strategies, directions, and technologies to meet current and emerging requirements and expectations. 5. Senior-level experience which demonstrates a commitment to building strong working relationships that advance diversity, equity, inclusion, and accessibility.
