Office of the Director of National Intelligence Partnership and Liaison Officer in Bethesda, Maryland

Summary The mission of the National Counterintelligence & Security Center is to lead and support the U.S. Government's counterintelligence (CI) and security activities critical to protecting our nation; provide CI outreach to U.S. private sector entities at risk of foreign intelligence penetration; and issue public warnings regarding intelligence threats to the U.S. Responsibilities Major Duties and Responsibilities: Serve as a partnership and liaison officer on a dynamic outreach team at the National Counterintelligence and Security Center (NCSC). Participate in foreign, federal, state, local, tribal, academia and private sector outreach and engagements designed to safeguard technology and innovation from foreign intelligence threats. Oversee and support collaborative outreach efforts with U.S. government counterparts to facilitate collaboration and information sharing. Participate in interagency working groups, helping to build and leverage diverse and collaborative networks. Assist in the development of plans to engage stakeholders on issues of national significance. Develop an innovative approach to measure the impact of NCSC's outreach efforts and digital presence using web-derived metrics. Track, analyze and report the impact of NCSC's social media/web presence and participation in in-person events. Identify trends and recommend ways to enhance and expand NCSC's outreach. Serve as the central point of contact for NCSC's internal and external collaboration tools. Train and assist NCSC internal collaboration database users to enhance Center-wide coordination and situational awareness of outreach events. Work with NCSC counterparts to identify new external audiences that reflect NCSC's strategic and audience priorities. Attend meetings and participate in IC and ODNI working groups, meetings, boards, and other forums to exchange information, develop recommendations, resolve issues, and implement specific ODNI policies regarding partner relations issues. Requirements Conditions of Employment Must be a current permanent ODNI employee. OR Must be a current permanent Federal employee Must have supervisory approval to apply to the Joint Duty Assignment. Must be currently at the grade level of the detail. No Temporary Promotion Opportunity The program does not apply to members of the Military service or contractors. Qualifications Mandatory Requirements: Interpersonal, organizational, and problem-solving skills, including the ability to work effectively both independently and in a team or collaborative environment. Ability to proactively identify and develop outreach opportunities. Ability to monitor different social media and websites and track user activity in order to make recommendations. Experience using social and digital media metrics to analyze trends. Ability to communicate complex information clearly, concisely, and in a manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives. Ability to manage competing priorities under strict deadlines while maintaining a high level of attention to detail; ability to work effectively with ODNI's senior leaders in a high profile and demanding office. Desired Requirements: Education / Experience: Bachelor's degree or three years of experience in an applicable focus area. Salary Determination: A current Federal Government employee, selected for a detail, will be assigned to the position at their current grade and salary.
