HealthPartners Membership Accounting Technical Specialist in Bloomington, Minnesota

HealthPartners is hiring a Membership Billing and Accounting Technical Specialist. This position exists to support and manage the daily system interfaces between Center for Medicare/Medicaid Services (CMS), Department of Health Services (DHS), the Marketplace Exchange and the Federal Employee Health Benefit Program (FEHB). This position supports the Membership Accounting supervisor and manager and assists providing oversight to the system functions of the enrollment and payments systems for HealthPartners Medicare, Medicaid, and Marketplace product lines. Core responsibilities are: Manages the electronic file/data exchange process with CMS, DHS and the Marketplace Exchange. Manages/coordinates reconciliation activities for HealthPartners Medicare, Medicaid and Marketplace products. Provides support to Membership Accounting staff knowledge of CMS, DHS and Exchange systems and related business processes. Evaluates CMS, DHS, and Exchange mandated system changes and provides recommendations and coordinates the implementation including development, testing, and training of system changes and enhancements. ACCOUNTABILITIES: System Support Activities Manages multiple daily/weekly inbound and outbound file transfers between CMS, DHS, the Exchange, FEHB, and HealthPartners. Independently investigates, analyzes and documents problems/issues related to both internal enrollment systems, as well as problems with external systems, processes or files. Manages report inventories, distributes routine reports and maintains online storage and achieving process. Assists Membership Accounting staff and other HealthPartners departments as the primary technical resource regarding questions/problems related to the use of external enrollment system and process. Assists in or directs the development and coordination of problem resolutions with CMS, Membership Accounting and IS & T as necessary and identifies any related training requirements for staff. Provides updated information regarding status and resolution of system problems/issues Membership Accounting supervisor/manager. Maintains current knowledge of various enrollment files formats provided by CMS, DHS, FEHB, and the Exchange Develops recommendations and proposals concerning system modifications and enhancements as provided by CMS, DHS, FEHB, and the Exchange. Provides technical information to Membership Accounting staff trainers and supervisors in the development and preparation of user documentation, processing and operations procedures. Leads and/or participates in work groups, standing meetings or projects relating to CMS, DHS, FEHB, and the Exchange system changes or requirements. Works with Membership Accounting Manager/Supervisor to implement enhancement and manage change. Business Support Activities Manages and coordinates monthly CMS, DHS, FEHB and Exchange financial and member reconciliation to ensure accurate and compliant enrollment and revenue reporting. Prepares and submits discrepancy reports to CMS/DHS within regulatory time frames. When needed, provides work direction to enrollment staff as directed by enrollment manager and supervisor. Prepares and submits monthly and quarterly reports as required by CMS/DHS. Implementation of member communications as set forth by CMS, DHE and the Exchange. Establishes working relationships with CMS's system staff to resolve problem cases and payment issues. Stays abreast of all external resources and publications and guides provided CMS, DHS and the Exchange and proactively applies as needed. Participates in external and internal regulatory audits, including documentation prep, reporting, and interaction with external auditors. Other Completes other special projects or duties related to the position as directed by the Membership Accounting Manager. REQUIRED QUALIFICATIONS: Bachelor's degree with focus in computer science or business management; or Associate degree (or technical college certificate) and two years work experience in a system development or analysis. At least one-year experience working with system and data analysis. Advanced analytical and problems solving ability. Demonstrated planning, organizational and time management skills. Demonstrated ability to actively participate on and contribute to a high-performance team. Demonstrated skill in analyzing and interpreting data and action plan development. Advanced problem-solving skills and ability to work independently. Solid understanding of the health care industry. Ability to interact with all levels of HealthPartners staff and external regulators. High degree of initiative. Ability to meet deadlines while dealing with ambiguity and changing priorities. Excellent written and verbal communications skills. Ability to make logical decisions. Ability to give attention to detail. Ability to manage priorities and accept new responsibilities as dictated by CMS, DHS and the Exchange. PREFERRED QUALIFICATIONS: Experience with Federal and State regulations pertaining to the administration of Medicare, Medicaid and Marketplace Exchange products. Experience with the HealthPartners' membership system and functional areas. Experience with systems/application analysis and testing. Familiarity with HealthPartners products or general HMO product knowledge. Previous experience with Windows NT, Microsoft Office (to include Word, Excel, PowerPoint, and Access). DECISION-MAKING: The products supported are regulated by CMS and DHS, who mandates most, if not all timelines and requirements. This position will require strict adherence to CMS/DHS regulations and guidelines. This position is responsible for providing input and recommendations to the Membership Accounting Manager for decision making with regard to process development and system enhancements.
