The Idaho Commission for Libraries (ICfL)

currently has an opening for a Grants/Contracts Officer in Boise.

The mission of the ICfL is toassist libraries to build the capacity to best serve their communities.We’re looking for a Grants/Officer to join our team in Boise, Idaho. Located in the heart of downtown Boise, the ICfL embodies a people-focused agency with a supportive and friendly culture. The core functions of the Grants/Contracts Officer include:

  • Maintaining a quality grants and contracts management program for the agency by facilitating compliance with federal and state laws, regulations, and policies governing the use of federal and state funds.

  • Following generally accepted grant and contract administration and accounting practices.

  • Supporting effective grant writing and grant management skills to build the ICfL’s capacity.

  • Supporting financial operations as an active member of the Fiscal Team.

  • Maintaining familiarity with ICfL programming.

Summary:

To develop grants/contracts; monitor, evaluate and report grant/contract activities; provide training and technical assistance to users; perform related work.

Responsibilities:

1) Ensure all grants and contracts are administered within appropriate governing laws, regulations, and policies.

  • Administer incoming grants including the Library Services and Technology Act (LSTA) award from the Institute of Museum and Library Services (IMLS). Read, interpret, and maintain familiarity with laws, regulations, and policies appropriate for each granting source. Provide interpretation to management for their final determination.

  • Administer a fair and equitable subgrant process for agency-sponsored grants.

  • Administer a timely and accurate contract award process for ICfL activities.

  • Maintain an accurate and appropriate record keeping process for grants and contracts.

  • Administer grants and contracts using generally accepted accounting practices and in accordance with state and federal laws, regulations, and policies.

  • Compile narrative and evaluative information for prompt and accurate reporting to all grantors including the IMLS through the annual State Program Report (SPR).

  • In coordination with managers, library consultants, and program coordinators, prepare and administer an equitable and timely application and peer review process for subgrants.

  • Monitor subgrant recipients for compliance with grant requirements by preparing report forms and reviewing submitted reports. Close awards after successful subgrantee completion of requirements.

  • Seek continual improvement in grant administration processes, working to streamline grant process steps internally and externally.

  • Document the grant administration process by writing and revising procedures and other process documents.

2) Support financial operations and maintain awareness and familiar with existing and new ICfL programs funded with grant dollars.

  • Assist ICfL project coordinators with expenditure questions or inquiries.

  • Review use of grant funding for appropriate and allowable costs.

  • Attend training events, meetings, educational workshops, and conferences that improve professional skills and knowledge.

  • Participate in appropriate internal meetings and groups, fostering a spirit of cooperation and collaboration.

  • Learn about ICfL programming through site visits and assistance, when possible.

  • Serve as the subject matter expert for grant record creation, retention, accountability, and destruction.

  • Serve as point of contact and maintain ICfL web page information for grants.

3) Increase the library community’s knowledge of grant management, grant writing, and knowledge of grant training and funding opportunities

  • Provide libraries information about possible funding sources to meet identified needs.

  • Provide technical assistance and/or training for grant management and grant writing.

  • Inform libraries of grant opportunities available through ICfL.

Minimum Qualifications:

Experience:

  • Developing grants or contracts including identifying goals and timetables and determining program needs and funding

  • Monitoring and evaluating grant or contract activities and expenditures

  • Interpreting laws, regulations, and policies and advising on their requirements

  • Evaluating statistical and financial information and developing reports of findings
