The Jail Cleaning Coordinator (JCC) oversees all aspects of the various cleaning programs/projects inside the Ada County Jail. The JCC is responsible for making inmate worker job assignments. The JCC is responsible for the safe operation of the inmate worker janitorial/painting program and the support of cleaning in jail housing units. The JCC is also responsible for monitoring and reporting any inmate worker behavior that could affect the safety and security of the facility. Position is in the Ada County Sheriff’s Office, Jail Services Bureau.

Distinguishing Features

This position performs work that is varied and complex, requires independent judgement and initiative which is performed under general supervision and according to pre-defined guidelines.

SHIFT INFORMATION

General Day Shift, Monday-Friday; some flexibility may be required.

Essential Functions

  • Inventories and documents tools and supplies (items that are contraband in housing units) provided to inmate workers at the beginning and end of shift;

  • Inspects all areas of responsibility for cleanliness, safety hazards, and repair needs;

  • Supervises the work of assigned inmate workers and make sure they are properly trained on cleaning products and tools;

  • Assigns and oversees work and explains work requirements, methods, and procedures;

  • Maintain flexibility to work nights to effectively execute work that can only be done at night when movement in the jail is at a minimum;

  • Maintains proficient knowledge of commercial cleaning and general maintenance and the tools required to complete jobs such as floor scrubbing and refinishing, high dusting, squeegee glass, hard water stain removal, carpet cleaning, and resurfacing and painting;

  • Coordinates times for cleaning/painting projects with command staff to ensure the safety and security of the building;

  • Communicates regularly with housing deputies assigned to inmate worker housing units about inmate behavior and work so inmates are properly held accountable for proper behavior and their jail needs are met;

  • Resolves Inmate Request Forms (IRF) and grievances involving issues relative to the area of responsibility or assigned inmate workers’ work-related issues;

  • Stocks supply closets as needed;

  • Monitors inmate workers and ensure their movement in the jail is in sync with the current protocols;

  • Monitors inmates to make sure cleaning is being done properly and safely;

  • Monitors inventory cleaning supplies and equipment to ensure there are adequate supplies and equipment maintained for cleaning common areas and housing units;

  • Submits work orders or other processes to have equipment maintained and repaired;

  • Coordinates vendor repairs and replacement of equipment;

  • Oversees the jail chemical program and maintains effective approved cleaning products and procedures for effective eradication of pestilence;

  • Works with County Operations to maintain paint supplies for the jail;

  • Coordinates projects with County Operations that may pertain to their scope of work and how we can help each other;

  • Cross-trains with Warehouse staff and helps when needed (Forklift Certified);

  • Performs custodial duties as needed;

  • Maintains all SDS binders and keep sheets up to date throughout the jail;

  • Reviews contract cleaners’ scope of work to help maintain accountability for areas that are on contract; and

  • Checks with all areas of the jail daily for areas that may be unoccupied and that normally are not so that we may use that time to deep clean and paint.

ADDITIONAL FUNCTIONS

  • Purchases equipment and supplies adhering to budget requirements; and

  • Performs related duties as assigned.

Job Requirements

  • High school diploma or equivalent;

  • Supervisory experience preferred;

  • Knowledge of custodial practices on a large scale;

  • Knowledge of administrative and supervisory skills necessary to supervise and motivate inmate workers;

  • Knowledge of the methods, materials, and equipment used in heavy-duty custodial work, including related safety practices;

  • Knowledge of cleaning agents and related products and their possible reactions;

  • Knowledge of custodial cleaning practices and procedures:

  • Knowledge of sanitation and infection control;

  • Knowledge of training methods used in custodial services;

  • Skill in working with culturally diverse populations;

  • Ability to understand and follow verbal and written directions in order to complete projects;

  • Ability to keep records and make reports;

  • Ability to display initiative and exercise good judgment and reliability;

  • Ability to train and use cleaning equipment and tools safely;

  • Ability to resolve conflicts between inmate workers;

  • Ability to perform the duties of this position without a direct threat to the safety of the incumbent or others;

  • Ability to establish and maintain effective working relationships with others.

OTHER REQUIREMENTS

  • Incumbents must appear before an oral board and complete a polygraph and background check prior to entrance on duty;

  • This position has been designated safety sensitive and therefore the incumbent is subject to random drug testing.

Work Environment & Physical Demands

  • The employee in this class is subject to inside environmental conditions;

  • This position involves climbing ladders, bending, stooping, lifting and carrying items weighing up to approximately 60 pounds, and standing and walking continuously throughout the shift.

  • Requires repetitive movement of wrists, hands and/or fingers.
