POSITION GENERAL SUMMARY:

Performs routine landfill technician work for the Ada County Landfill. Work performed includes assisting the landfill with hazardous waste screening, environmental monitoring, waste diversion activities, operation of motorized equipment and various landfill maintenance and construction activities.

DISTINGUISHING FEATURES OF THE CLASS:

The work of this class is to accomplish routine work associated with the needs of the Ada County Landfill. This position works under the direction of the Landfill Operations Supervisor and at times will independently handle routine problems as they arise. Multiple levels of this position exist and are based on years of direct landfill experience, certification, skill level, and complexity of the work performed.

Essential Functions

  • Directs customer traffic, monitors customer activities, and screens incoming waste for hazardous materials onsite at the Ada County Landfill in compliance with Solid Waste Management regulations;

  • Maintains records to document all waste screening activities;

  • Uses a variety of equipment for screening waste and data recording;

  • Assists in general landfill repair and maintenance at the direction of management;

  • Cleans up and maintains landfill areas, including oil disposal, diversion areas, and others as needed;

  • Assists customers with resolution of complaints and problems regarding landfill rules and regulations;

  • Follows notification, record, and other processes for rejected loads;

  • Transports a variety of construction/maintenance materials, diverted waste, or disposal products;

  • Operates a variety of facility-owned construction equipment to perform tasks, which may include: mini-excavators, dump truck, track-skid steer loaders; fork lift, front-end loader with various attachments, ADT 730, excavator, etc.

  • Serves as a deck traffic controller;

  • Assists with construction activities including but not limited to landfill gas piping system, leachate pipe system, road building, etc.;

  • Complies with safety policies and procedures, including performing pre- and post-operation inspection of work site and equipment to detect and protect against unsafe or hazardous operating conditions and continuously monitoring the condition of equipment to ensure it is operationally ready;

  • Works closely with other county departments, private contractors, and the general public, requiring at all times courtesy, patience, tact and diplomacy;

  • Operate water truck in the watering of roadways;

  • Assist management in reading and translating blueprints and specifications;

  • Completes training to apply new knowledge of equipment and processes in performance of tasks.

ADDITIONAL FUNCTIONS:

  • Provides supervision of Sheriff’s Inmate Labor Detail as needed;

  • Assists in scale operation or environmental operation as needed;

  • Performs all other duties as required.

Job Requirements

  • High school diploma or equivalent;

  • Commercial Driver’s License (CDL) preferred;

  • Knowledge of construction materials and methods;

  • Knowledge of safety policies and procedures;

  • Knowledge of general maintenance, repair and construction of buildings and grounds facilities;

  • Knowledge of the use of a wide variety of hand-tools and motorized equipment;

  • Knowledge of the operation of light/medium construction equipment;

  • Ability to analyze situations, identify problem areas and recommend solutions;

  • Ability to establish and maintain effective working relationships with others;

  • Ability to work effectively with contractors and crews performing public refuse disposal and environmental inspection activities;

  • Ability to use a computer with MS Office software;

  • Ability to communicate effectively verbally and in writing;

  • Ability to safely perform all tasks.

OTHER REQUIREMENTS:

  • This position has been designated safety sensitive and therefore the incumbent is subject to random drug testing;

  • This position may require working in confined spaces with appropriate personal protective equipment;

  • The employee must pass a background check;

  • Must possess and maintain a valid Idaho driver’s license to operate a county vehicle.

Work Environment & Physical Demands

  • Work is performed at the Ada County Landfill facility or other County-owned locations;

  • Work is performed inside and outside in areas that are subject to changing climatic conditions and in inclement weather in open areas;

  • The incumbent will be required to wear protective clothing and equipment when handling wastes and responding to spills, accidents, or incidents;

  • The incumbent may be required to negotiate fences, hazardous or steep terrain with rough, rocky and/or slippery surfaces;

  • Must have the physical ability to climb ladders, stairs, and work on catwalks;

  • May be required to lift up to 50 lbs;

  • May be required to work weekends, nights, holidays and on an on-call basis.
