National Park Service Wildland Firefighter (National Preparedness Program Manager) - Direct Hire Authority in Boise, Idaho

Summary This position is located with the National Park Service, Division of Fire and Aviation Management, located at the National Interagency Fire Center (NIFC), in Boise, Idaho. Responsibilities Serves as the national preparedness program manager providing specialized technical expertise in wildland fire preparedness activities Advises leadership and staff at the national, regional and field level on preparedness policies and activities Reviews existing agency and bureau policies and regulatory procedures to evaluate and determine overall effectiveness in meeting wildland fire management mission objectives Participates as a team member in the NPS Operations Program by leading the ongoing development and evolution of strategies addressing wildfire risk through the NPS preparedness program Serves as a subject matter expert in fire management plan appendices addressing fire danger, staffing for wildfire response, unit/zone preparedness levels and prevention activities Conducts oversight and accountability review studies to evaluate the effectiveness of NPS preparedness activities Provides oversight for the NPS severity program Reviews, updates and maintains NPS preparedness checklists and program review guide Implements and/or recommends changes in operating procedures or programs to increase the effectiveness of operations and/or to correct practices which are in violation of established regulations or procedures Develops reports for distribution internally, to other Bureaus, Office of Wildland Fire (DOI), and the Secretary of the Interior Represents the National Park Service in Interagency committees and work groups Serves as a national duty officer, coordinating NPS resource needs and communicating NPS wildfire status to NPS leadership May serve as the NPS alternate representative to the National Multiagency Coordinating Group (NMAC) Provides briefings to Bureau and Regional level leadership Requirements Conditions of Employment Qualifications Specialized Experience: In order to be rated as qualified for this position, we must be able to determine that you meet the minimum qualification requirements - please be sure to include this information in your resume. For GS-12: You must possess one (1) year of specialized experience equivalent to GS-11 level in the Federal service. Qualifying specialized experience includes but is not limited to: work in a fire program in a position such as Fire Management Officer, Fuels Program Manager, Fire Ecologist or Fire Planner; assisting in developing annual work plans, assisting in formulating and implementing budgets, advising management on natural resource and/or fire management issues and making recommendations, assisting in developing plans which outline implementation of fire preparedness and response activities, developing other plans which support the implementation of a fire management program. For GS-13: You must possesses one (1) year of specialized experience equivalent to GS-12 level in the Federal service. Qualifying specialized experience includes but is not limited to: work in a fire program in a position such as Fire Management Officer, Fuels Program Manager, Fire Ecologist or Fire Planner; developing annual work plans, formulating and implementing budgets, advising management on controversial and complex natural resource and/or fire management related issues and making recommendations, developing plans which support the implementation of fire preparedness and response activities, developing long-term plans which support the implementation of a fire management program. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. If selected at the lower grade, subsequent promotion to the next grade level will be processed without further competition dependent upon administrative approval and the continuing need for an actual assignment and performance of higher-level duties. Firefighter Special Retirement: This is a secondary/administrative fire position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age policy, the selectee must have prior service in a primary position and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage.
