State of Massachusetts Manufactured Buildings Manager in Boston, Massachusetts

_About the Organization:_ The Division of Occupational Licensure (DOL), an agency within the Office of Consumer Affairs and Business Regulation (OCABR), protects consumers by making sure the professionals they hire comply with state licensing laws. DOL oversees 26 boards of registration, which license and regulate more than 500,000 individuals and businesses to practice over 100 trades and professions. DOL also licenses and regulates the Office of Public Safety and Inspections (OPSI), and the Office of Private Occupational School Education (OS). The Division of Occupational Licensure is committed to ensuring a diverse and inclusive workplace where all employees feel respected, valued, and empowered to maximize their skills and talents to serve our citizens. _About the Role:_ The Manufactured Buildings Manager (“Manager”) administers DOL’s Manufactured Buildings Program within the Building, Engineering & Trade Inspections Division. Specifically, the Manager is responsible for: receiving and processing all materials related to the program; communicating with program participants, BBRS members, internal staff, municipal and state building inspectors, building owners, design and construction professionals, and other relevant internal/external stakeholders on matters relating to the program; conducting plan review and application review, as well as other programmatic administrative functions; monitoring of field product installations to ensure that manufactured building products are installed in accordance with provisions of the state building code or related regulations; developing and/or revising program regulations and procedures, as necessary; performing inspections of manufacturing plants to ensure that program requirements are appropriately implemented and enforced; meeting with manufacturers, Third Party Inspection Agents, office staff and other state agency personnel to ensure that program requirements are implemented and that resultant manufactured building product are appropriately designed and constructed and provide a safe environment for the end user; and developing and delivering training and informational materials for program participants, state, municipal and other private and/or public sector parties of interest. The Manager is also responsible for outreach and collaboration with various stakeholders related to the Manufactured Buildings Program. This includes: review and issuance of annual license renewals for Manufacturers and Third-Party Agents, managing the Native Lumber Program in accordance with 780 CMR, attendance at various building official association meetings or fire safety-related group meetings; manufactured building meetings; and cross-agency and cross-secretariat meetings, as well as meetings with other administration officials. Additionally, the Manager may serve as a member and/or designee to varied public body boards, commissions, and/or committees, as necessary and as assigned. Duties and Responsibilities: (these duties are a general summary and not all inclusive) Manage the Manufactured Buildings Program * * Process all program materials related to the program. * Communicate with program participants and stakeholders regarding the program. * Conduct plan review and application review, as well as other programmatic administrative functions, such as the issuance of BBRS numbers. * Monitor the installation of products in the field to ensure that approved products are installed in accordance with provisions of state building code and related regulations. * Develop and/or revise program regulations and procedures as necessary. * Perform inspections of manufacturing plants to ensure that program requirements are appropriately implemented and enforced. * Meet with manufacturers, Third Party Inspection Agents, office staff and other state agency personnel to ensure that program requirements are implemented and that resultant manufactured building product are appropriately designed and constructed and provide a safe environment for the end user. * Issue annual license renewals to Manufacturers and Third-Party Agents. * Manage the Native Lumber Program. *Conduct industry and consumer outreach related to the program. * Develop and deliver training for program participants, state, municipal and other private and/or public sector parties of interest. * Produce informational documents and materials related to the program. * Serve of the point of contact for consumers, members of the public, design professionals, board members, and other stakeholders of the program. * Assisting various stakeholders with understanding related state building code provisions and other technical requirements. Act as records custodian. * Assist with the processing and response to requests for records made pursuant to the Public Records Law and Fair Information Practices Act, and assist DOL’s public records Unit in filling these requests. _Preferred Knowledge, Skills, and Abilities:_ * Certification as a Local Building Inspector, Inspector of Buildings, or Building Commissioner preferred. * A background in building design or construction, construction management, code officiating, facilities education, and/or experience in engineering. * Experience designing, building or installing manufactured buildings. * Experience working with and in-depth knowledge of the state building code. __ _All applicants should attach a cover letter and resume to their online submission for this position._ MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV.
