The Document Relations Specialist exists to improve and enhance system efficiency, thereby also decreasing government waste, so that MHCP applicants and recipients receive timely and comprehensive service delivery. The incumbent uses a strong understanding of program eligibility rules and regulations governing MA, MCRE, and Insurance Affordability programs (IAP’s) and a thorough knowledge of Minnesota eligibility systems (including Minnesota Eligibility Technology System (METS), MMIS, Filenet, Datacap, Rightfax, CRM, SMI, and other more narrowly focused systems) to audit and continuously improve systems use and routing of applicant, enrollee, and partner documents.
The position collaborates and partners with other HCEO staff, Minnesota counties and tribes, Navigators and other client advocates, MNSure, and MHCP providers. At times, the incumbent will have to sensitively educate these partners on proper system use and routing of applicant, enrollee, and partner documents. This position requires the incumbent to make outbound phone calls and host virtual meetings with external and internal stakeholders.
Minimum Qualifications
Two (2) years working with Minnesota Health Care programs and policies, clientele, application processes, eligibility criteria and enrollment operations.
Preferred Qualifications
· Ability to navigate difficult conversations with internal and external stakeholders
· Strong research and analytical skills
· Experience using METS and MMIS
· Understanding Microsoft Office products
· Ability to communicate with a wide variety of audience using plain language
· Ability to work independently and in a team setting.
· Ability to manage multiple concurrent project work and competing priorities under demanding deadlines
· Variety of experiences working effectively with others from different backgrounds and cultures
