Kitsap Community Resources Supportive Housing Supervisor in Bremerton, Washington

Directly supervise a developing team dedicated to provide direct service to clients in need. Put your operations and people skills to work while focused on identifying and securing services for clients with a primary connection to housing.

POSITION SUMMARY:

Directly supervise and support the operations of Kitsap Community Resources' Supportive Housing and Foundational Community Supports (FCS) programs and case managers in navigating internal and external services and networks for clients.

Responsible for leading the appropriate case management of clients, including short and long-term assistance and Foundational Community Supports (FCS). Collaborates with other KCR departments and units and other outside services to ensure that clients are served. Works to maintains the Coordinated Entry and Supportive Housing department as a positive model in the community for effective and compassionate service.

JOB DUTIES:

  1. Directly supervises and supports case managers to effectively serve clients via a variety of grants and programs both internal and within the community. Assigns work to subordinates to meet the needs of KCR and its clients.

  2. Maintains the level of subject matter expert and may perform the duties of subordinate employees when needed (e.g., case management).

  3. Takes the lead role in developing unit responses to inquiries, incidents and other issues which require attention. Collaborates with staff and Division leadership in developing solutions and effective communication plans for their implementation.

  4. Establish and maintain positive working relationships with colleagues and others in the community to ensure the smooth and transparent operation of all related functions including billing, coordination of effort, reporting and problem resolution.

  5. Prepare for and participate in funder initiated reviews and audits. Represent KCR as a subject matter expert in KCR's Supportive Housing processes and procedures.

  6. Collaborates in the development and effective communication of division and unit goals and monitors performance to achieve milestones and assure deliverables.

  7. Implements the necessary workflow systems for team members to follow, which track data related to task accomplishment and monitoring for compliance with several grants.

  8. Organize and monitor office operations to ensure a productive work environment.

  9. Maintain detailed documentation as required by individual grants or contracts and ensures staff and departmental compliance.

  10. Participates as a leader in the implementation of staffing plans to include recruitment, hiring, training, development, and evaluation of staff. Responsible for holding all staff members accountable for performance and appropriate workplace behaviors.

  11. Implement and maintain accurate and transparent systems related to the budgets for multiple funding streams. Responsible for effective audit and regular monitoring.

  12. Maintain manual and automated systems for data development, collection, and reporting to meet a wide variety of needs.

  13. Create and foster positive community relationships while building a positive reputation for the agency and themselves.

  14. Foster and promote a positive work environment in all interactions with staff and clients.

  15. Directly respond to and mitigate consumer or community complaints or concerns.

  16. Coordinates and collaborates closely with colleagues and leaders within KCR and serves as a member of supervision.

  17. Develop and submit detailed reports on time as required by funders and others.

  18. Promotes the safe and secure operation of all departmental and unit operations. Engages all staff in working to maintain safe and secure work environments.

  19. Operates the department/unit with a high degree of awareness and understanding regarding equity and inclusion.

  20. Accepts other job-related duties as assigned.

QUALIFICATIONS:

Required:

  1. AA degree equivalent and demonstrated applicable experience

  2. Demonstrated ability to assess and interpret a wide variety of information and translate requirements and funding into action related to providing services to eligible clients

  3. Demonstrated ability to successfully operate Microsoft Office products including, but not limited to Word, Excel, PowerPoint, Outlook and others in day-to-day operations

  4. Demonstrated ability to model a level of professionalism, ethics, and accountability to effectively implement multiple programs.

  5. Must be able to successfully pass a Washington State Patrol criminal background check and a Federal Bureau of Investigation (FBI) fingerprint background check.

  6. Valid driver's license and eligibility for coverage under KCR's current insurance

Preferred:

  1. 2-3 years previous demonstrated successful supervisory or management experience

  2. Undergraduate or Master's degree

  3. Multi-lingual

  4. Previous grant writing and fund management

  5. Demonstrated successful experience working with low-income or unhoused populations in a social services delivery operation

  6. Demonstrated experience in effectively leading teams in a diverse operation

  7. Implementation and monitoring of task management systems such as budgeting, labor allocation, schedules, assignments

  8. Proficiency in de-escalation and conflict resolution

  9. Familiarity and experience with Coordinated Entry, Housing programs, Foundational Community Supports and other social services delivery mechanisms.

ESSENTIAL PHYSICAL/MENTAL FUNCTIONS:

  1. Requires intermittent sitting, standing, walking, lifting, twisting and bending.

  2. Must be able to lift up to 25 pounds occasionally.

  3. Cognitive ability to complete work accurately and to specifications.

  4. Demonstrated ability to communicate successfully both verbally and in writing read and communicate in English

  5. Cognitive ability to problem solve and develop and communicate options for the successful resolution of a wide variety of challenges.

  6. Cognitive ability to develop plans and strategies into appropriate action using available financial and human resources.
