PROJECT: Technical Assistance for the 11th EDF Intra-ACP Natural Disaster Risk Reduction Programme

The 11th European Development Fund (EDF) Intra-OACPS Disaster Risk Reduction Programme (DRRP), is a EUR 100.5 million Programme, covering all OACPS countries, for a period of six years.

The objective of the overall Programme is to contribute to reducing the impact of disasters, including those related to climate change, biological and other hazards, and increase resilience in OACPS (The Organisation of Africa, Caribbean and Pacific States) countries.

With regards to Work Order #4 Assessing and mapping disasters in OACPS countries, DAI is looking for:

Position: S enior Non-key Expert in disaster management

The objective of the Work Order is to conduct a mapping to provide detailed and accurate information about the impact and the wide range of disasters/slow onset events and affected areas in OACPS regions and countries.

It involves assessing economic and non-economic losses and damages including losses of lives, livelihoods and health, including physical, social, cultural and environmental assets of persons, businesses, communities and countries, as well as recovery costs, resources mobilized and support provided, identifying the respective support provider (such as: OACPS, DRRP implementing partners, RECs and other development countries) involved in the emergency relief assistance and recovery efforts.

It will also include the identification of challenges, gaps, needs and lessons learnt in coordinating recovery efforts and effective planning of emergency relief operations that can be shared among the programme partners to best support OACPS regions and countries facing such disasters.

Experience and Requirements:

  • A minimum of a master’s degree in a relevant field such as Disaster Management, Emergency Management, Environmental Science, Engineering, or a related discipline.

  • Proficiency in English, proficiency in French would be an asset.

  • Preferably 10, but minimum 7 years of professional experience in climate change, environment and disaster management, including planning, coordination, and implementation of disaster risk reduction (DRR) and emergency response programs.

  • Strong background in developing disaster management and building resilience policies, strategies, and frameworks.

  • Strong analytical skills with experience in conducting research and assessments related to disaster risk and impact.

  • Experience in disaster management, post-disaster needs assessment and other post-event assessment and recovery/rehabilitation processes

  • Experience in coordinating with government agencies, international organizations, and other stakeholders.

  • Experience with donor-funded or international and development projects is an asset.

  • Experience working with the European Union and the Africa, Caribbean and Pacific Group of States is an advantage.

  • Excellent communication skills, both written and oral, for effective advocacy and public information dissemination.

All experts must be independent and free from conflicts of interest in the responsibilities they take on.

Location

The assignment will be home-based with regular online meetings . At least two return trips to Brussels are expected.

Duration and Indicative Planning

The assignment should start as soon as possible after the approval of the Work Order, and it will be implemented initially for 12 months. The indicative workload is to be conducted over 84 working days to implement the assignment.

To increase the flexibility of work allocation against the proposed timeline, work on Saturdays and Sundays undertaken by the Expert shall be allowed. Work on public holidays has to be approved by the OACPS Secretariat before the activity is carried out.
