Immediate Office of the Chief of Naval Operations SECURITY SPECIALIST in Camp H.M. Smith Marine Corp Base, Hawaii

Summary You will serve as a Security Specialist with HEADQUARTERS, UNITED STATES PACIFIC COMMAND, STRATEGIC PLANNING & POLICY DIRECTORATE (J5). The duty station is Camp HM Smith, HI. This is a Term, Obligated position. See "Additional Information" for more details. Responsibilities You will serve as Security Program Manager, Foreign Disclosure Officer (FOO), Information Assurance Representative, Information Management Officer, and Executive Office Manager for USPACOM JS/Strategic Planning and Policy Directorate. You will be responsible for incorporating a variety of resource management services essential to the direction and operation of the J5 Directorate. You will serve as an Action Officer for various departmental programs such as Security Management, Foreign Disclosure, and Information Assurance. You will serve as advisor to the Director of Staff (OS) in areas of office support activities, administration, personnel management, supply and equipment management, manpower, and awards. You will participate in agency, interagency, and inter-organizational working groups concerning security and foreign disclosure issues, processes, and procedures. You will serve as the Security Program Manager providing a source of authoritative information and assistance to the J5 Director and all levels of management, advising on security guidelines and appropriate protective measures. You will serve as the Foreign Disclosure Officer responsible for the proper release/disclosure of information to foreign entities for the JS Directorate. Manages all USPACOM JS Foreign Disclosure and Release requirements. You will serve as Liaison Officer and U.S. Contact Officer when directed for the USPACOM J5 Foreign Exchange Flag/General Officer (FEO)/AUS J5 Deputy Director. You will serve as the Executive Office Manager supervising and defining the major priorities of the office, the Administrative Assistant, and the Security Manager Assistants. You will serve as Directorate Information Management Officer (DIMO) responsible for information content management and ensuring the directorate complies with command Information Management (IM) Policies. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least oone year of specialized experience equivalent to the GS-12 grade level or pay band in the federal service, or equivalent experience in the private or public sector applying comprehensive knowledge of Physical Security, Personnel Security, Information Security, Operations Security (OPSEC), Communications Security (COMSEC), Information Assurance (IA), Special Access Program Security, and Industrial Security to perform the following: 1) Conducting comprehensive multidisciplinary security readiness assessments. 2) Using a wide range of knowledge of security concepts, principles, processes, and practices sufficient to review, analyze, and resolve difficult and/or complex security problems. 3) Assist in addressing unique organizational or geographical or mission or political security problems not resolvable by application of standard regulatory requirements. 4) Ensuring compliance with the National Disclosure Policy (NDP-1) by governmental or private sector organizations. 5) Using administrative and management concepts, principles, and guidance to assist in recommending changes in program policies, devising procedures and office practices and foresee program problems and requirements. 6) Conducting and/or directing analyses that impact development of strategic plans and policies associated with assigned program areas. 7) Effectively communicating information, analyses, conclusions, and advise to a broad audience from employees to Senior Executives, Flag Officers, and/or U.S. Ambassadors. Additional Information This is an obligated position. The former incumbent has return rights to this position under PL 86-585. Term appointments may be extended up to 8 years at the discretion of management and in accordance with applicable regulations. Additionally, you may be noncompetitively converted to a permanent career-conditional or career appointment under specific conditions. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees.
