Swift Staffing Human Resoures Analyst in Catonsville, Maryland

Human Resources Analyst needed for our education client in Towson. The Human Resources Analyst will collaborate with Principals, Department Heads, and/or Supervisors to recruit and hire a quality workforce while adhering to bargaining unit master agreements, Board Policies, federal/state laws, and school system procedures. One year contract position. The non-negotiable pay rate is $34.00 per hour.

Essential Duties:

  • Reviews applications and screens individuals qualifications.
  • Facilitates screening interview panels which includes developing interview questions, establishing consistent guidelines for panel members, and ensuring a fair and equitable process is adhered to for candidate and vacancy.
  • Computes, processes, and authorizes personnel related actions regarding regular and temporary personnel employees, following established guidelines for salary placement.
  • Provides interpretation and guidance to employees, administrators, and department heads regarding master agreements, Board Policies, HR laws/regulations regarding personnel/HR related issues.
  • Develops and presents recruitment sessions which include creating materials and advertisements, scheduling dates, location and staff, delivery of presentation to candidates, and facilitating the interview and recommendation of candidates.
  • Creates and maintains partnerships within the local community (i.e., workforce development/job centers, trade schools, BCPS stakeholders, etc.) to address critical shortage area and/or hard-to-fill positions.
  • Works with administrators regarding staffing which involves reconciliation of organization worksheets provided by the Office of Position Management, determining vacancies, and identifying potential surplus employees.
  • Works with employees who are involuntarily excessed, voluntarily request a transfer, or are returning to work from an approved leave of absence about a suitable assignment.
  • Collaborates with offices such as Staff Relations, EEO/Compliance, Employee Absence and Risk Management, and Employee Benefits/Retirement/Leaves to facilitate assignment accommodations, respond to requests for information, EEO concerns, grievances, unemployment, and general HR related concerns or questions.
  • Participates in the administration of the Substitute Employee Management System (SEMS) and/or utilization of the HR information and applicant tracking systems.
  • Serves as a liaison with the Department of Information Technology and Business Management Information Systems to investigate and resolve HR system concerns.
  • Assists applicants with applicant tracking system.
  • Serves as a liaison to central offices regarding the staffing of programs to include coordination and monitoring of the application and on-boarding process.
  • Develops and maintains databases and spreadsheets to track all related personnel data.
  • Develops reports, statistics, and analysis as requested by HR Supervisor and/or HR leadership.
  • Assists in preparing departmental correspondence, forms, and other related documents.
  • Develops, organizes, and conducts new hire orientation sessions.
  • Participates and assists in activities such as job fairs, recruitment events, and high school job training programs.
  • Attends and actively participates in team meetings to assist in continuous improvement with delivery of service, communications, and strategic planning.
  • Consults with the Office of Investigations and Records Management on pre-employment and post employment reviews and investigations involving employees.
  • Prepares written reports and recommendations on variety of personnel matters such as policies, procedures, and recruitment strategies. Serves on various workgroups and committees.

Qualifications:

  • Bachelor's Degree in Business Administration, Human Resources or related field is required.
  • Must have three years of increasing responsible professional experience directly rel ted to human resources administration, laws, codes, regulations, standards, development, preparation and presentation of training programs.
  • Certification in Professional in Human Resources (PHR) or Sr. Professional in Human Resources (SPHR) certification issued by the Human Resources Certification Institute or SHRM-Certified Professional (SHRM-CP) or SHRM-Sr. Certified Professional (SHRM_SCP) issued by the Society for Human Resources Management is preferred. Knowledge, Skills, and Abilities: Thorough knowledge of human resources laws, codes, regulations, and standards.
  • Microsoft Word, Excel and PowerPoint skills are required along with a Typing speed of at least 40 wpm.
  • Must be able to work from 8:30 am-4:45 pm Monday through Friday with a 30 minute non paid lunch.
  • Must be able to pass a FBI background check and drug test.
