V.I. Housing Finance Authority Records and Data Analysis Manager in Charlotte Amalie, Virgin Islands

DESCRIPTION The Records and Data Analysis Manager serves as a dedicated expert on comprehensive data and records management, reporting solutions, and data and performance analytics. A successful candidate is detail-oriented and analytical and possesses strong technical skills in data analysis, reporting tools, and database and recovery records management. This is a Territorial position that reports to the Strategic Advisor. ESSENTIAL DUTIES AND RESPONSIBILITIES: - Collects, analyzes, and interprets data to provide actionable insights and support strategic decision-making within the CDBG grant-funded programs. - Coordinate programmatic information gathering, reports, and data analysis that track program progress and overall project performance. - Responsible for leading comprehensive program statistical data collection and analysis to drive effective and efficient CDBG grant-funded program outcomes. - Designs, develops and maintains ongoing metrics, reports, analyses, spreadsheets, databases, forms, templates, logic functions, and dashboards to support analytical decision-making on key disaster recovery initiatives. - Enter data for Quarterly Reports into the Disaster Recovery Grant Report System (DRGR). - Oversee the management of disaster recovery records and record-keeping system. - Provide reporting solutions and performance analysis by providing data analytics to highlight beneficial information and support decision-making. - Assists with compilation of information and development of reports required for standard HUD reporting and other required program risk-based performance assessment and management. - Develop and maintain timely monthly reports, dashboards, and data visualizations to track program and project progress, key performance indicators (KPIs), and business metrics. - Collaborate with stakeholders to understand reporting requirements and translate them into effective data solutions. - Extract, transform, and load (ETL) data from various sources into data warehouses or databases. - Perform data validation and quality assurance to ensure the accuracy and consistency of reports. - Analyze large datasets to identify trends, patterns, and opportunities for process improvement. - Conduct ad-hoc analysis to answer specific business questions and provide insights. - Develop and automate data processes to streamline reporting workflows and increase efficiency. - Stay updated on industry trends, best practices, and emerging data analytics and reporting technologies. - Provide training and support to end-users on report usage and data interpretation. - Collaborate with cross-functional teams, including IT, finance, operations, and communications, to drive data-driven decision-making. - Develop fluid quarterly data comparison analysis reports that track program progress. - Develop and enhance spreadsheets and databases functionality, such as using forms, templates, and logic functions. - Lead the development and implementation of Program KPIs and develop the relevant tracking metrics and mechanisms to ensure goals are met. - Coordinates inter-agency data integration initiatives. - Other related duties as assigned. QUALIFICATIONS: - Education: Bachelors Degree from an accredited college or university in Business Administration, Computer Science, Information Systems, Statistics, Mathematics, or a related field - Experience: Proven experience as a Data Analyst, Business Analyst, or similar role. Proven experience with data visualization tools such as Tableau, Microsoft Power BI, and similar reporting tools, including QlikView and Crystal Reports. High proficiency in SQL for data manipulation and querying. High proficiency experience with Microsoft Business Intelligence Stack (SQL Server, Excel, SharePoint). Advanced Microsoft Excel/Access and ability to use tools productively. An equivalent combination of education and experience may be substituted. - Knowledge, Skills, and Abilities:Strong analytical and problem-solving skills with the ability to interpret complex data sets. Excellent communication and collaboration skills with the ability to interact effectively with stakeholders at all levels. The detail-oriented mindset with a focus on data accuracy and quality. Ability to work independently and manage multiple priorities in a fast-paced environment. Experience with programming languages such as Python or R is a plus. Familiarity with data warehousing concepts and tools is desirable. Demonstrated ability to multi-task, work collaboratively in a team-oriented environment, and motivate staff to meet deadlines. Valid Virgin Islands Drivers License. SALARY:$75,000 - $87,000 per annum, depending upon qualifications. CDBG Grant Funded position.
