Assistant Secretary for Public and Indian Housing Administrative Specialist in Chicago, Illinois

Summary This position is located in the Department of Housing and Urban Development, Assistant Secretary for Public and Indian Housing. Responsibilities As an Administrative Specialist, you will: Analyze and evaluate quantitative or qualitative effectiveness of program operations in meeting established goals and objectives. Develop measurement criteria, procedures, and data collection instruments that meet the needs of assigned study. Assist senior analysts in conducting special studies of program functions and work processes, i.e., developing life cycle cost analyses for a program or performing cost benefit or economic evaluations of current or projected programs. Arrange for the preparation of briefing materials, talking points and executive summaries to be viewed by the office director. Review and analyze presentation materials, or work with presenter to develop materials that meet standards for clarity and conciseness, while taking into account the current management and political trends. Maintain a current knowledge of administrative policies and procedures. Develop, devise and analyze internal administrative policies, procedures and management processes of the office through independent reviews, coordination with internal and external components, preparation of special reports, and extensive research and analysis. Monitor all office administrative functions and transactions, and prepares a variety of reports utilizing various data bases and automated systems. Requirements Conditions of Employment The official duty station for this position will be in Chicago, Illinois. Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-11 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized Experience for this position includes: Providing administrative support to leadership (e.g. correspondence formatting, tracking, and responses; travel policy and arrangements; systems input; scheduling; invoicing; materials and supplies tracking and ordering; data management; general facilities and personnel management; and agenda and preparation for meetings and conferences); AND Communicating and interacting with diverse groups concerning administrative and programmatic issues by making presentation; AND Researching, coordinating and developing reports and responses. OR Education: You may substitute education for general or specialized experience as follows: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-11 you must have been at the GS-9 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment. Education The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
