Indian Health Service Health Technician (Clinical Assistant) in Chinle, Arizona

Summary The purpose of this position is to provide initial patient screening, registration, and administrative services by assisting with direct patient care that involves specialized medical procedures of a routine nature according to established clinical protocol. Incumbent is a member of the Health Care Team. This position is located at Chinle Service Unit, Division of Nursing Services, Outpatient Department (OPD), Specialty Clinic, Chinle, Arizona. Responsibilities This position is being re-announced to solicit additional candidates; applicants who previously applied to this announcement need not reapply unless submitting updated information and/or missing forms. Responds to emergencies in an appropriate manner by obtaining equipment and by caring for other patients during the emergency process as needed. Assists with direct patient care procedures and related tasks by checking in patients, obtaining patient histories, taking vital signs of temperature, height, weight, blood pressure, respirations, and O2 saturations. Obtains and records patient information per unit policy. Performs routine specialized procedures of venipuncture, injections, immunization, antibiotics, and intravenous cannulation to collect specimen, electrocardiograms and sterile dressing changes according to established protocols. Assists with sterile procedures of sutures, insertion of chest tubes, spinal taps, pelvic exams and physical exams and clean procedures of cast application as requested by the physicians. Assists with patient admission and/or transports. Arranges clinic appointments for patients. Performs waived testing. Sets up for oxygen administration. Obtains results of labs, tests, scans and discharge summaries. Requirements Conditions of Employment Must pass pre-employment examination. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Specialized Experience (for positions at GS-4 and above): Positions in this series range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled. OR GS-5: Successful completion of a full 4-year course of study leading to a bachelor's degree, with major study or at least 24 semester hours in subjects directly related to the position. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: GS05: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Responding to emergencies, checking in patients, assisting with patient direct care, documenting patient medical issues, answering phone calls, arranging appointments, assisting with patient discharge, performing waived tests, and obtaining laboratory results. OR 4-year course of study above high school leading to a bachelor's degree with courses related to the occupation GS06: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Preparing patient for medical examinations, recording patient information, performing routine specialized procedures, assisting with sterile procedures, restocking supply, preparing transfer/transport packets, participating in meetings, assisting with oxygen administration, and participating in performance improvement projects. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement. Education There are no education requirements. Additional Information Per IHS policy (SGM 21-04) IHS selectees to positions located in Federally operated hospitals, health centers, and clinics must be fully vaccinated for COVID-19 before entry on duty or have IHS approve a medical or religious exemption. If an exemption is approved then wearing a face mask and regular testing for COVID-19 will be required. Your Human Resources Specialist will provide a list of documents acceptable as vaccination proof and instructions on how to submit your vaccination documentation or how to request a medical or religious exemption, if needed. Government housing is not available. Telework is not available. There are no incentives authorized Moving expenses are not authorized. This position is covered by a Bargaining Unit. This position has promotion potential to the GS-6 grade level. Promotion to the next grade level is at management's discretion and is based on your demonstrated ability to perform the higher level duties, the continuing need for the higher level duties, and "Regulatory/Administrative" approval. Promotion to the next higher grade level is not guaranteed and no promise of promotion is implied.
