Indian Health Service Information Technology Specialist GS07/09 in Chinle, Arizona

Summary The primary purpose of this position is to provide & administer Information Technology equipment, Picture Archiving and Communication Systems (PACS); Maintains Local Area Network (LAN), Wide Area Network (WAN) links for Information Technology equipment & Picture Archiving and Communication Systems (PACS) workstation & service customer requests. This position is located at the Chinle Service Unit, Division of Administrative Services, Information Resource Management Department, Chinle, Arizona. Responsibilities Implements operating procedures in compliance with Indian Health Services standards as well as Information Resource Management requirements for all computing and Picture Archiving and Communication Systems (PACS) equipment. Establishes proper record keeping procedures to document actions taken while using the systems. Operate and utilize the Resource and Patient Management (RPMS) applications to support the patient care activities of the services unit including the support of the Picture Archiving and Communication Systems (PACS). Prepares systems documentation in accordance with agency standards. Requirements Conditions of Employment Must pass pre-employment examination. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. BASIC REQUIREMENT(S): This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience. Education: All academic degrees and coursework must be from accredited or pre-accredited institutions Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. GS-7 (or equivalent)1 full year of graduate level education or superior academic achievement GS-9 (or equivalent) master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree OR Experience Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. AND Specialized Experience for GS-7 (or equivalent) and Above: Positions at GS-7 (or equivalent) and above require one year of specialized experience at the next lower GS-grade (or equivalent). Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled. GS07: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Implementing operating procedures in compliance with the Indian Health Services standards for all computing and Picture Archiving and Communication Systems (PACS) equipment's. Establishing proper record keeping procedures. Preparing system documentation in accordance with agency standards. GS09: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Installing and configuring computing hardware and software. Contacting vendor engineers, compute hardware specialists and system software specialists to correct problems. Providing guidance, training, and assistance to customers on computer systems. Monitoring and maintaining computing and Picture Archiving and Communication Systems (PACS) operations. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement. Education There are no education requirements. Additional Information Per IHS policy (SGM 21-04) IHS selectees to positions located in Federally operated hospitals, health centers, and clinics must be fully vaccinated for COVID-19 before entry on duty or have IHS approve a medical or religious exemption. If an exemption is approved then wearing a face mask and regular testing for COVID-19 will be required. Incumbent may be required to occasionally travel away from the normal duty station; therefore is required to work other than normal hours which may be an on call scheduling that rotates among staff and are also required to work alternate shifts that rotate between staff with off hours call backs, which may include evenings, weekends, and/or holidays. Incumbent will operate a government vehicle; therefore is required to maintain a current State Motor Vehicle Drivers License. This position has promotion potential to the GS-11 grade level. Promotion to the next grade level is at management's discretion and is based on your demonstrated ability to perform the higher level duties, the continuing need for the higher level duties, and "Regulatory/Administrative" approval. Promotion to the next higher grade level is not guaranteed and no promise of promotion is implied.
