Job Description POSITION OBJECTIVE The Lieutenant of Training will analyze, design, develop, implement, evaluate, manage and coordinate training and development for the Division of Public Safety. The lieutenant of training will supervise and/or conduct sessions of skills training in specific areas and general management development. In addition, the lieutenant of training is responsible for professional standards and accreditation. ESSENTIAL FUNCTIONS Supervise police and public safety related operations at Case Western Reserve University. Assign and schedule work, schedule vacation, keep records of overtime, and assist with interviews and hiring new police officers and supervisors/managers and/or civilian employees. Provide administrative support to the chief. (30%) Prepare course descriptions, develop and deliver curriculum, deliver training to employees using sound instructional design and learning principles and serve as liaison to department management, subject matter experts. Prepare statistical and informational reports as required. (30%) Identify performance gaps, analyze results and make recommendations. Design and implement employee development programs; evaluate employee training and development programs as directed by agency management. (10%) Direct the operations of assigned enforcement and support units, specialty units and planning or training for a police bureau. Supervise managers/staff assigned to one or more units including hiring, discipline, performance evaluation, work assignments and all related supervisory responsibilities. (15%) Supervise and prepare the necessary training records, reports, operational plans and budget for the assigned police bureau. Recommend policy and procedure changes. Act as departmental training Officer in Charge (OIC) to include the Field Training Program, maintenance of training records, instructor certifications, training program scheduling and OHLEG/OPOTA certifications. Assist with the maintenance of IACLEA certification. (10%) NONESSENTIAL FUNCTIONS Maintain the ability to be on-call for a 24/7 response to public safety events. Perform other police work as necessary. (3%) May assume duties of the Captain of Community Engagement in their absence. (1%) Perform all the functions of a police officer and sergeant. (1%) Perform other duties as assigned. ( CONTACTS Department: Constant contact with departmental staff to include police, mobile, fixed post and contract security officers as well as Case Western Reserve University Communications Center officers in the course of shift operations and police functions. University: Frequent contact with university staff and faculty in the course of shift operations and police functions. External: Routine contact with police, fire, and Emergency Medical Service (EMS) personnel from the cities of Cleveland and Cleveland Heights and the Cleveland Clinic, University Hospitals, University Circle and other police departments as needed. Frequent contact with members of the public as they are passing through university property and visiting public venues owned by the university in the course of shift duties and calls for service. Students: Frequent contact with university students in the course of shift duties and calls for service. This includes interaction with Case Western Reserve University Emergency Medical Service. SUPERVISORY RESPONSIBILITY Direct supervision of field training supervisor and field training officers. QUALIFICATIONS Education/Experience: Associates degree and 5 years of related experience.
