Defense Finance and Accounting Service SUPERVISORY ACCOUNTING TECHNICIAN in Cleveland, Ohio

Summary Who may apply: Current, permanent DFAS employees in the competitive service and current DFAS VRA employees in the local commuting area and eligible DoD PPP Military Spouse preference applicants. Responsibilities Directs and exercises supervisory authority over a staff of accounting technicians to ensure all planned and scheduled objectives are met. Ensure disbursing functions and accountability requirements are in compliance with current regulations, policies, and procedures. Explain accounting procedures and directives to accounting technicians in order to ensure accurate, valid, and proper maintenance of accounting records and transactions. Conducts thorough review of accounting and financial data to correct deficiencies. Directs section activities involving disbursing operations to accomplish all necessary actions for the issuance and handling of United States Treasury Checks to customers and government employees. DUTIES DESCRIBED ABOVE REFLECT THE FULL PERFORMANCE LEVEL (GS-8) . DUTIES ASSIGNED TO AN ENTRY GRADE OF GS-7 WILL BE DEVELOPMENTAL IN NATURE. Requirements Conditions of Employment Qualifications Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-6) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as follows: For GS-07: One year of specialized experience equivalent to the GS-06 grade level in the Federal Federal service, or comparable in difficulty and responsibility to the GS-06 if outside the Federal service, maintaining accounting or financial ledgers; posting financial transactions; preparing accounting reports; reconciling accounts and working with a variety of accounting and financial automated systems. For GS-08: One year of specialized experience equivalent to the GS-07 grade level in the Federal Federal service, or comparable in difficulty and responsibility to the GS-07 if outside the Federal service, processing and auditing complex contracts and vendor pay entitlement transactions; reconciling pay system and financial system data; working with a variety of electronic systems to review and resolve pay transaction issues. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-7, applicants must have served 52 weeks as a GS-6 or higher in the Federal service. To be considered for the GS-8, applicants must have served 52 weeks as a GS-7 or higher in the Federal service You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. This position is Exempt from the Fair Labor Standards Act. Travel requirement is seldom (25% or less). This position is not covered by a bargaining unit. Priority Placement Program (PPP) Military Spouse Preference (MSP) eligible candidates will receive priority consideration at the highest grade level for which they have applied and been determined best qualified up to and including the full performance level. PPP Application Based Preference Eligibles (Military Reserve and National Guard technicians, Military Reserve and National Guard technicians receiving disability retirement, and Retained Grade employees) will receive priority consideration at the full performance level only.
