National Archives and Records Administration Supervisory Information Technology Specialist in College Park, Maryland

Summary This position is part of the National Archives and Records Administration. The incumbent performs under the direction of the Director of Service Operations Delivery Division. As the chief of the Network Services Branch (IOO), the incumbent of this position is responsible for the development, management, operation and maintenance of NARA's nationwide network systems and infrastructure to support business operations. Responsibilities As a Supervisory Information Technology Specialist, you will: Coordinate the agency-wide network and data communications guidelines, standards and procedures which enable agency wide network and applications integration Develop and manage NARA-wide network systems and infrastructures for business operations. Plan, coordinate and administer major information technology operations acquisition actions for NARA business operations. Exercise broad, overall responsibility for the formulation, development, administration and execution of NARA's IT policies, programs, and projects. Plan, direct, supervise and coordinate Information Services activities requiring an expertise and broad scope of knowledge of command and control, communications, and NARA requirements for internal and external customers. Assign work to lower-level supervisors and/or employees, establishing overall project goals and priorities and evaluate results through formal reviews, briefings, reports, and personal observation. Direct, coordinate and/or oversee the work performed by subordinate staff. Requirements Conditions of Employment The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. A one year probationary period may be required. A one year supervisory or managerial probationary period may be required. Must successfully complete a background investigation. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form i-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. Obtain and use a Government-issued charge card for business-related travel. File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on. Designated and/or Random Drug Testing may be required. Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position may include the following: Federal Government technology policy promulgation processes, project and contracts management and independent government cost estimate formulation and execution management; AND Applying IT Principles, concepts, methods, standards and practices to provide guidance, technical advice and recommendations to management on information technology policies and procedures. In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14 level for 52 weeks.
